2020-03-18 Special Meeting MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING MARCH 18, 2020, 5:00 P.M., 505 SOUTH VULCAN AVENUE CALL TO ORDER/ROLL CALL Mayor Blakespear called the meeting to order at 5:00 P.M. Present: Mayor Catherine S. Blakespear, Deputy Mayor Kellie Shay Hinze, Council Members Jody Hubbard, Tony Kranz and Joe Mosca Absent: None Also present: City Manager Brust, City Attorney Devaney, Human Resources Director Brosky, Director of Parks and recreation Campbell, Fire Chief Stein, Principal Planner Gates, City Clerk Hollywood and Deputy City Clerk Bingham There being a quorum present, the meeting was in order. AGENDA ITEM 1. In response to the 2019 Novel Coronavirus (COVID-19), Council to consider the ratification of the Proclamation declaring a Local Emergency, receive oral report regarding the City's response and proactive measures to date, discuss, provide direction, and take action. Recommended Actions: A) Ratify the Proclamation declaring a Local Emergency by the Director of Emergency Services dated March 16, 2020; B) Receive oral report regarding the City's response and proactive measures to date; and C) Council to discuss, provide direction and/or take action. City Clerk Hollywood read online agenda comments from the following: Deirdre Ransavage, Dani Avila, Joan Gosewisch, Kerstin Poehimann and Bob Kent. SPEAKER: John Van Cleef, representing the Community Resource Center, spoke regarding resources for the homeless. Director of Emergency Services/City Manager Brust read a Proclamation Declaring a Local Emergency dated March 16, 2020. 03/18/2020 Spec.Mtg. Page 1 Mtg.#2020 Bk#35,Page 03/18/2020 Special Meeting Human Resources Director Bokosky, Fire Chief Stein and Parks and Recreation Director Campbell discussed the City's response to the COVID-19 Pandemic. COUNCIL ACTION: Mosca moved, Hinze seconded to ratify a Proclamation Declaring a Local Emergency by the Director of Emergency Services dated March 16, 2020. Motion carried. Ayes: Blakespear, Hinze, Hubbard, Kranz, Mosca. Nays: None. Parks and Recreation Director Campbell stated that the Community Center has been closed but the Senior Nutrition Program was still running with deliveries being made to seniors in need. COUNCIL ACTION: Hubbard moved, Blakespear seconded to direct staff to close all active portions of all parks within the city, effective immediately, until further notice. Motion carried. Ayes: Blakespear, Hinze, Hubbard, Kranz, Mosca. Nays: None. Principal Planner Gates discussed the possibility of using motel rooms for housing the homeless during the COVID-19 Pandemic. STAFF DIRECTION: There was direction to the City Manager to work with the Community Resource Center on solutions for sheltering the unsheltered in our community on an expedited basis.
