REGULAR MEETING
JANUARY 22, 2020, 5:00 P.M., 505 SOUTH VULCAN AVENUE
S1. CALL TO ORDER -
President Hinze called the meeting to order at 5:20 P.M.
S2. ROLL CALL
Present: President Kellie Shay Hinze, Vice-President Catherine S.
Blakespear, Board Members Jody Hubbard, Tony Kranz and Joe
Mosca
Absent: None
Also present: Board Secretary Brust, Board Attorney Devaney, Finance Manager
Kazungu, General Manager Quiram, Board Clerk Hollywood and
Deputy Board Clerk Bingham
There being a quorum present, the meeting was in order.
Board Clerk Hollywood announced that the San Dieguito Water District Board
Members receive an independent stipend of $100 for convening the Water
District meetings pursuant to San Dieguito Water District Resolution No. 89-07.

4A. Poway City Manager Chris Hazeltine Thank You to the San Dieguito
Water District
Jessica Parks Senior Management Analyst for the City of Poway,
thanked the San Dieguito Water District staff for their help with the
City's recent water issues.
4B. Presentation by Jeff Pasek, City of San Diego Speece Cone Project at
Lake Hodges
Jeff Pasek gave a presentation on the Speece Cone Project at Lake
Hodges.
4C. Presentation by Tim Bailey, SFID Treatment Plant Manager— PFA's in
Drinking Water

BOARD ACTION:
Mosca moved, Hubbard seconded to close and adopt the Consent
Calendar. Motion carried. Ayes: Blakespear, Hinze, Hubbard, Kranz, Mosca.
Nays: None.
8A. Approval of the Minutes of the December 18, 2019 Regular Meeting.
Contact Person: Board Clerk Hollywood
Recommended Action: Approve the Minutes.
8B. Approval of the Warrants List. Contact Person: Finance Analyst McShane
Recommended Action:Approve the Warrants List.
8C. Authorization for the destruction of specific, non-essential, non-permanent
records. Contact Person: Board Clerk Hollywood
Recommended Action:Adopt SDWD Resolution 2020-01 authorizing the
destruction of specific, non-essential, non-permanent records in
accordance with the District's Records Retention Schedule and
Government Code.
8D. San Dieguito Water District Fiscal Year 2018-19 Year-End Financial
Results. Contact Person: Finance Manager Kazunqu
Recommended Action: Receive and file this report reflecting the San
Dieguito Water District's actual FY 2018-19 available ending net position
of$11,682,109.

10A. San Diequito Water District Annual Financial Report for the Fiscal Year
Ended June 30, 2019. Contact Person: Finance Manager Kazunqu
Recommended Action: Accept and file the San Dieguito Water District
Annual Financial Report for the Fiscal Year ended June 30, 2019.
Finance Manager Kazungu presented the Annual Finance Report and
introduced Shannon Ayala, Partner with DavisFarr, who presented the
audit results.
BOARD ACTION:
Mosca moved, Kranz seconded to accept and file the San Dieguito
Water District Annual Financial Report for the Fiscal Year ended
June 30, 2019. Motion carried. Ayes: Blakespear, Hinze, Hubbard,
Kranz, Mosca. Nays: None.
S11. INFORMATIONAL ITEMS
11A. Update on Lake Hodges Dam. Contact Person: General Manager Quiram
Recommended Action: Receive the oral report.
General Manager Quiram presented an update on the Lake Hodges Dam.
