2019-025 Intent to Pursue the Formation of a Community Choice Energy Program (CCE) RESOLUTION 2019-25 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS DECLARING INTENT TO PURSUE THE FORMATION OF A COMMUNITY CHOICE ENERGY PROGRAM WHEREAS, on April 17,2019,the City Council accepted the final Community Choice Energy(CCE) Technical Feasibility Study(Feasibility Study)prepared by EES Consulting for the cities of Carlsbad, Del Mar,Encinitas, and Oceanside (Partners); WHEREAS,the Feasibility Study found that formation of a partner CCE is financially feasible, could yield a significant reduction in greenhouse gas emissions and provide considerable benefits for all participating residents and businesses, potentially including electric retail rates that are at least 2%lower than SDG&E rates; WHEREAS,the Feasibility Study found that the formation of a partner CCE could support the City's Climate Action Plan goal to achieve 100%renewable electricity supply in Encinitas homes and businesses by 2030; WHEREAS, on February 20,2019,the City Council authorized a FY 2018-19 budget amendment, contract extension with EES consulting, and cost share amendment with the participating cities to evaluate CCE governance options in an amount not to exceed $60,000; and NOW,THEREFORE, BE IT RESOLVED by the City Council of the City of Encinitas, California,that the City of Encinitas intends to pursue the formation of a Community Choice Energy program to provide electric commodity service to the citizens and businesses of Encinitas.
