A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS
APPROVING THE RECLASSIFICATION OF THREE (3) EXISTING FIRE ENGINEER
POSITIONS IN THE FIRE AND MARINE SAFETY DEPARTMENT ASSIGNED TO FIRE
STATION #6 IN OLIVENHAIN TO THREE (3) FIRE CAPTAIN POSITIONS
WHEREAS, on May 23, 2012, the City of Encinitas City Council established fire and
emergency medical service in the Olivenhain area of Encinitas;
WHEREAS, on July 1, 2012, a fire apparatus staffed with one (1) Fire Engineer and one
(1) Fire Captain on overtime began operating daily from 8:00 a.m. to 8:00 p.m. at Olivenhain
Fire Station #6;
WHEREAS, on July 11, 2013, the staffing coverage at Fire Station #6 was increased
from 12 hours to 24 hours;
WHEREAS, the current Fire Engineer assigned to Fire Station #6 is the supervisor of
that engine company;
WHEREAS, the Fire Engineer job description does not include supervision, incident
command, and/or training under the minimum qualifications; and
WHEREAS, the benefits of reclassifying the Fire Engineer position assigned to Fire
Station #6 to Fire Captain include: initial on-scene incident command for all emergencies, initial
command and control of the scene, augmenting or reducing the response necessary to
successfully manage the incident, overseeing of personnel and equipment, and reducing the
dispatch frequency of additional resources.
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Encinitas that
the following personnel changes be effective February 1, 2018:
Reclassify 3.0 FTE Fire Engineers at Grade S94 with a monthly salary of $7,465 to 3.0
FTE Fire Captains at Grade S95 with a monthly salary of $8,844.
