A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS
DESIGNATING COUNCIL MEMBER BOERNER HORVATH AS THE CITY'S VOTING
DELEGATE AND COUNCIL MEMBER MOSCA AS THE CITY'S VOTING
DELEGATE-ALTERNATE AT THE LEAGUE OF CALIFORNIA CITIES
ANNUAL CONFERENCE TO BE HELD SEPTEMBER 13-15, 2017
WHEREAS, in December of each year, City Council Members make appointments to
various regional agencies and organizations to represent the City of Encinitas and, in December
2016 appointed Mayor Blakespear as the City's representative and Deputy Mayor Kranz as the
alternate representative on the League of California Cities Region 10 Executive Committee;
and
WHEREAS, Mayor Blakespear, Council Member Boerner Horvath and Council Member
Mosca will be attending the League of California Cities Annual Conference scheduled for
September 13-15, 2017 in Sacramento, California; and Mayor Blakespear is recommending that
Council Member Boerner Horvath be designated as the City's Voting delegate and that Council
Member Mosca be designated as the City's voting delegate-alternate; and
WHEREAS, consistent with League bylaws, a city's voting delegate and voting
delegate-alternates must be designated by the City Council by resolution that reflects the
council action taken and cannot be accomplished by individual action of the Mayor or City
Manager alone.
NOW, THEREFORE, be it resolved by the City Council of the City of Encinitas that
Council Member Boerner Horvath is hereby authorized to act as the City of Encinitas voting
delegate and Council Member Mosca is hereby authorized to act as the City of Encinitas voting
delegate-alternate on the various resolutions the League will consider at their annual business
meeting to be conducted during the LCC Annual Conference to be held September 13-15, 2017
in Sacramento, California.
