Encinitas Traffic Commissioners:
I have been a property owner on Cornish Drive, Cardiff, since 1990.Within in the last six months, the city owned
easement between Santa Fe and San Elijo has turned into a gathering spot after dark for young adults, possibly under-
aged, where consumption of beer and liquor is taking place.Judging by the half gallon bottles found on the city
easement most mornings, nightly gatherings for long periods of time is a constant occurrence.The volume of trash left
behind is also problematic. If it wasn't for SRF's porter, Mike, cleaning the easement at 6 a.m.,there would be a
horrendous amount of garbage accumulated.The unsafe driving behaviors are of concern for our family to drive on the
street as there are drivers racing up and down the street erratically.With the large amount of vehicles and possibly
impaired drivers this may become a safety issue for these young people and to the community. Too add, since the street
is very dark and not at all lit and these gatherings are not just on the easement but occurring in the middle of the street,
we are concerned for their safety as well. Individuals are also running across the street and into SRF's orchard to urinate.
These actions create a potential for serious accidents.We consistently call the sheriffs and have called the fire
department once (campfire started) and they have been very outstanding and responsive but sometimes have staffing
constraints so they may not be able to respond for several hours.This is understandable since the sheriffs work for all
the residents of Encinitas and San Diego County. I feel that this is not solely the sheriffs problem to fix but that the city
has to assist in resolving this issue after all, it is city owned property and the city has an obligation to make its city streets
and easements safe for all its residents! Thank you for taking the time to read and consider the issues in this email.

Here is an update...SRF did not clean up the City of Encinitas easement on Cornish Drive,the attached photo is of the
alcohol bottles left behind from last night. Can you please forward both this email and my previous email from this
morning to the City Council members? I believe the council members should be made aware of this problematic
situation.Thank you.
