2008-045 Sand Compatability and Opportunistic Use Program (SCOUP) f RESOLUTION 2008-45 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS, CALIFORNIA, TO CERTIFY THE SAND COMPATIBILITY AND OPPORTUNISTIC USE PROGRAM (SCOUP) FINAL INITIAL STUDY AND MITIGATED NEGATIVE DECLARATION AND ADOPT THE SCOUP PROGRAM COMPONENTS. WHEREAS, the San Diego Association of Governments (SANDAG) has been developing the Sand Compatibility and Opportunistic Use Program (SCOUP); and WHEREAS. SCOUP is/a component of the California Coastal Sediment Management blaster Plan development of which began in 2004 and is a collaborative effort between the Califomia Resources Agency and the U.S. Army Corps of Engineers to develop an integrated strategy for nourishing the State's beaches. and WHEREAS, SANDAG released the SCOUP Draft Initial Study/Mitigated Negative Declaration (IS/MND) for a 30-day public review and comment period beginning on February 11, 2008 and ending on March 11, 2008 and no significant unavoidable adverse impacts were identified; and ( WHEREAS, the scope of the IS/MND covered projects and potential environmental effects in the cities of Solana Beach, Encinitas; Coronado and Imperial Beach and each of the four cities is aco-Lead Agency under the California Environmental Quality Act (CEQA); and WHEREAS, comments were received by several public agencies and organizations during the 30-day IS%MIND public review period and no new significant impacts were identified and no new mitigation measures were identified; and WHEREAS, a rigorous and comprehensive mitigation and monitoring %vili be implemented by Encinitas as opportunistic projects are performed; and WHEREAS, regulatory permits and approvals are required to be obtained from the California Coastal Commission; California State Lands Commission; California Parks and Recreation; US Fish and Wildlife Service; Regional Water Quality Control Board; and. US Army Corps of Engineers and are anticipated to be secured in 2009 and applications will be submitted to said agencies in July 2008. That the City Council certifies the Final Initial Study and Mitigated Negative Declaration prepared for the SCOUP project dated May 2008 I That the City Council adopts the SCOUP program components for Encinitas dated May 2008.
