2014-07 Youth Commission Amendment ORDINANCE 2014-07
AN ORDINANCE OF THE CITY OF ENCINITAS AMENDING
ENCINITAS MUNICIPAL CODE CHAPTER 2.48 —YOUTH COMMISSION
WHEREAS, Encinitas Municipal Code Section 2.48 entitled "Youth Commission" needs
to be amended to reflect Council direction to increase the Youth Commission membership from
up to eleven (11) members to up to twenty (20) members.
The City Council of the City of Encinitas, California, does ordain that the Encinitas
Municipal Code has been amended as follows:
SECTION ONE:
Encinitas Municipal Code Sections 2.48.020 "Membership" and 2.48.050 "Public Meetings" are
hereby amended as follows:
2.48.020 Membership.
A. The Youth Commission shall consist of up to twenty (20) voting members, all
residents of the City of Encinitas. In the event of a vacancy, the position will
remain unfilled until the next annual recruitment unless the membership falls
below a quorum; at which time a recruitment will occur.
Youth Commission composition shall include:
1. Representatives from middle school grades 7 and 8.
2. Representatives from high school grades 9 through 12.
B. Term of Service:
1. Youth Commission voting members shall be appointed by City Council
and serve a one (1) year term.
2.48.050 Public Meetings.
A. A quorum for the purpose of conducting business shall be determined based
upon the number of Youth Commissioners appointed.
SECTION TWO:
This Ordinance shall take effect and be in force thirty (30) days after its passage and the
City Clerk of the City of Encinitas is hereby authorized to use summary publication procedures
pursuant to Government Code Section 36933 utilizing the Coast News, a newspaper of general
circulation published in the City of Encinitas.
This Ordinance was introduced on June 18, 2014.

AYES: Barth, Gaspar, Kranz, Muir, Shaffer.
NAYS: None.
ABSTAIN: None.
ABSENT: None.
