Meeting was adjourned from regular meeting February 2, 1987, 7:00 P.M.
for the purpose of a. workshop on the draft work program prepared by
City Manager Shafer.

a quorum present, the meeting was in order. In the
the Mayor and Deputy Mayor Council Member Omsted chaired
City Manager Shafer distributed copies of a revised work program dated
February 5, 1987 and another memo dated February 5 discussing Service
Levels.
Mr. Shafer stated he needed a better understanding of where the
Council pereceived itself in the General Plan adoption process.
Council Member Steel suggested the Steering Committee be asked to
develop a timetable with a specific order of tasks to be accomplished
and specific presentations back to the Council for feedback on each
element. Also, the Council should review and have input on the
timetable.
The consensus was to use the existing General Plan until adoption of a
Circulation Element which would work with the existing General Plan
and then relook at the General Plan and adjust it for neighborhood
concerns, such as possible downzoning to the 1979 level from the 1986
level. After that, minor adjustments could be made to the Circulation
Element. In addition, that the Steering Committee be asked, after
they have done the Circulation Element and the work program, to look
at all the areas under moratorium and make an interim proposal for
those moratorium areas and a few adjustments in policies. The Council
also indicated they wanted to know under what conditions new projects
would be allowed to come through the CABs after the pipeline ones are
completed.
The Council reviewed the memo on Service Levels and advised the City
Manager with reference to each of the major divisions of municipal
services whether they wished it to be administered by the County,
private firms, the City itself, or jointly.

There was discussion of bringing questions about acquiring public
facilities to a referendum ballot but the prevailing feeling was that
it would be better to wait until specific, rather than general,
propositions were ready to be voted upon. The possibility of taking
options to the public for such things as whether to have a police
department and, if so, what size was not dismissed. The Council also
indicated they would like to have the public vote on the General Plan.
The Council selected May as the tentative date for the Council/Manager
Team Building workshop.
The Manager stated that the estimated times of completion for the
projects listed in the work program were dates he thought could be met
unless a lot of new assignments were created.
The work session was adjourned at 5:34 P.M.
