H.R. 140, THE FEDERAL MANDATE RELIEF ACT OF 1993
WHEREAS, unfunded federal mandates on State and Local governments have become increasingly
extensive in recent years; and
WHEREAS, such mandates have, in many instances, added to growing deficits in State and Local
budgets and have resulted in the need for Local governments to increase revenue or curtail services; and
WHEREAS, such excessive fiscal burdens on Local governments have undermined, in many
instances, the ability of Local governments to achieve their responsibilities under State and Local law; and
WHEREAS, Congressman Gary A. Condit (D-CA) has introduced H.R. 140, the Federal Mandate
Relief Act of 1993; and
WHEREAS, this legislation would provide that any requirement under a Federal statute or

meet national standards in providing a service) shall apply to the government only if all funds necessary
to pay the direct costs incurred by the government in conducting the activity are provided by the Federal
Government; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Encinitas, California
supports H.R. 140 as introduced by Congressman Gary A. Condit and goes on record as endorsing this
