AN AMENDED RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS, CALIFORNIA,
APPROVING ADDITIONAL GRANT FUNDS UNDER THE CALIFORNIA DEPARTMENT OF BOATING AND
WATERWAYS PUBLIC BEACH RESTORATION PROGRAM
WHEREAS, the mission of the California Department of Boating and Waterways' Public Beach Restoration Program
is to preserve and protect the California coastline by restoring and maintaining natural and recreational resources and minimizing
damages by natural or man-made induced beach erosion; and
WHEREAS, the California Legislature approved the Public Beach Restoration Program in 2001-2002; and
WHEREAS, the City of Encinitas has suffered severe beach sand loss in recent years which has resulted in the loss of
recreational beach, damages to or destruction of public and private property, loss of life and potentially access to the beach; and
WHEREAS, the U.S. Army Corp of Engineers has requested funds to initiate the Pre-construction, Engineering, Design
(PED) Phase Scope of Work; and
WHEREAS, the City of Encinitas and Solana Beach are required to fund one-half of the study's cost; and
WHEREAS, the City of Encinitas has requested an additional $93,750 from FY 11/12 for grant funding from the
California Department of Boating and Waterways (DBAW) to support the City's local share of the U.S. Army Corps of
Engineer's Pre-construction, Engineering and Design (PED) Phase,
NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF ENCINITAS HEREBY RESOLVES AS
FOLLOWS:
SECTION 1. The City approves the acceptance of an amendment increasing the existing grant by $93,750 under the
California Department of Boating and Waterways' Public Beach Restoration Program for funding for an U.S. Army Corps of
Engineers' Feasibility Study.
SECTION 2. The City agrees to continue a cost sharing agreement for the Feasibility Study with the California
Department of Boating and Waterways.
SECTION 3. The City agrees to a 50% match of in-kind services.
SECTION 4. The City Council authorizes the City Manager to act as the Representative of the City of Encinitas to
negotiate and execute all agreements necessary to comply with the California Department of Boating and Waterways' grant
requirements.
SECTION 5. The City Clerk shall certify to the passage and adoption of this resolution and enter it into the book of
original resolutions.
