1991-009 Support Full Grade Separation of Rail-Highway and Rail-Rail CrossingsRESOLUTION NO. 91-09 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS, CALIFORNIA SUPPORTING FULL GRADE SEPARATION OF RAIL-HIGHWAY AND RAIL-RAIL CROSSINGS IN THE LOS ANGELES-SAN DIEGO (LOSSAN) CORRIDOR AND PURSUIT OF FEDERAL FINANCIAL PARTICIPATION IN THIS EFFORT. WHEREAS, the Los Angeles-San Diego Corridor, serving a region with over 15 million people and over 5 million jobs, is the second busiest intercity passenger rail corridor in the nation, with over 100% of its operating costs paid by passenger fares; and WHEREAS, increases in the frequency of intercity train service, in combination with initiation of new commuter rail services throughout Southern California and the continuation of freight service will more than double the current number of trains operating in the Corridor; and WHEREAS, the North San Diego County Transit Development Board was created by the State to develop a high frequency, reliable and cost-effective passenger service, meeting the needs for moving people.in North County; and WHEREAS, the full grade separation of rail-highway and rail- rail crossings in the LOSSAN Corridor is an integral component in the provision of high frequency, reliable passenger rail service in a manner compatible with overall regional mobility needs with regard to movement of persons and goods; and WHEREAS, Local, State and Federal support is required for programs to provide for grade separation of rail-highway and rail- rail crossings in the LOSSAN Corridor; and WHEREAS, consideration is presently being given to increasing Federal financial participation in the provision of full grade separation of high density corridors such as the LOSSAN Corridor; now, therefore, BE IT RESOLVED that the City Council of the City of Encinitas, California does hereby adopt the following policy concerning the development of full grade separation of rail-rail and rail-highway grade crossings in the Corridor: 1) The City Council of the City of Encinitas supports the establishment of Federal and State programs to facilitate grade separation in high density rail corridors. Book # ' Pete # 2) The City Council of the City of Encinitas shall promote the development of full grade separation of rail-rail and rail- highway grade crossings in the LOSSAN Corridor. 3) The City Council of the City of Encinitas shall encourage support from affected cities and from State administrative and legislative offices, Federal agencies and congressional offices and from the participating railroads to facilitate grade separations in high density corridors, and designation of the LOSSAN Corridor for Federal financial assistance in the development of full grade separation of rail-rail and rail- highway grade crossings. PASSED AND ADOPTED this 16th day of January, 1991 by the following vote, to wit: AYES: Davis, Hano, Omsted, Slater, Siegand. NAYS: None. ABSTAIN: None.
