1951-10 RESOLUTION R51-10 February 13, 1951 RESOLUTION DFCLARING PERSONS ELECTED AT THE GENERAL .ELECTION TiELD IN SAN DIEGTITTO IRRTGATION DISTRICT ON WIDNESDAY, I'EBRUARY 7, 1951 WHERFAS, pursuant to the provisions of Division 11, Part 4, Chapter 2, Article I, of the Irrigation District Laws of the State of California, there was held in the San Dieguito Irrigation District on Wednesday, February 7, 1951, a General Election for the purpose of electing Officers of said District, whose terms will expire in March next here- after; and ~ WFiEREAS, pursuant to the provisions of said Division 11, Part 4, Chapter 2, Article I, of the Irrigation District Laws of the State of California, the Board of Di.roctors of said District has heretofore designated the Polling Places in each of the voting precincts of said District in which said election was to be held; appointed the election officers to conduct the election in each of the said voting precincts, and directed that _the polls be open fram One o+ clock, P. M. to Seven ,.ot clock, P. rVi. on said day; an d WHEREAS, the said Board finds and declares: FIRST, that the Secretary of said Board had caused Notice of said Election to be published in a newspaper of general cir- culation in said District, to-wit: -"The Encinitas Coast Dispatch,,, setting forth time and place of holding of said election-and the names of election officers appointed for each precinct in which said election was to be held and had also posted copies of said general election Notice in the office of said Board and in four (4) public places in each of the election Precincts in which the election was to be held in said District, and that said Notices remained posted from January 12, 1951 to, and including, February 7, 1951; SECOND, that the sai_d Election was held in each of th o election precinets in vvhich an Election was to be held in said District in the places designated as the polling places by said Board of Directors and as specified in said Notice of Election; an d that the polls were open between the hours of one o'clock, P.M. and seven otclock, P.M. at each of said pollirg places as di- rected by the Board; THIRD, that prior to the opening of -the polls at each of said polling places, the said election officials took and subscribed to the Oaths required by law to faithfully parform the duties imposed upon them by law; FOURTH, that the ballots used in said Election were printed anc contained thereon as candidates, only the names of persons specified in nominating petitions filed with the Board of Directors within the time specified by law; FIFTH, that as soon as all of the votes were ccunted, a certificate was drawn and made upon each of the papers con- taining the po"11 lists and tallies, stating the number of votes cast and the number of votes received by each candidate; SIXTH that each of the said certificates were signed by he Inspector, Judge and Clerk constituting the Board of Election in each of said precinets; SEIIENTH, thaL said certificates, together with the poll lists a ta ly papers f or each of said precincta were placed in an envelone which was sQaled by the Insnector i.n the presence of tho Judge and C1erk in each of said Election precincts, en- dorsed "Lleetion Returns of the San Dieguito Zrrigation Dis- trict" and directed to the Secretary of the said Board of -71- Directors and immediately delivered by the Inspector of each of said precincts to the said Secretary and are on file with the said Secretary at the present time ; and VVT?EREAS, from its canvass of said Flecti.on Returns, the said Board of Directors find the results as fol'lows, to-vait: FIRST, that the total nurnber of votes cast in said Dis- trict was 271. SECOND, that eight (8) of the votes cast in Precinct No. were cast by non-qualified voters and th.at One (1) vote cast in Precinct No. 5 was defective; that the total number of legal votes cast in said District was 262. THIRD, the eight (3) illegal votes in Precinct No. 4 need not and did not affect the outcome of the Election. FOURTH, that the number of votes cast in the various El- ection Precincts was as follows: VOTES CAST DIVISION N0. Hunter Director for Division No.S _72 BE IT FURTHER RESOLVED, that the Secretar,y be and he is hereby directed immediately to make out and deliver to each of said elected officers a Certificate of Election signed by him and authenticated with the official seal of said Board. RESOLUT:LOid R51-11 March 7, 1951 RFVISING RULES AND RECULATIONS REGARDING TURN~OFF CHARC'~ES AND TFNANTS' DEPOSITS. RESOLVED: That, effecti-ve as of the date of this Resolution, the following revisions in the District's Rules and Regulations as revised in 1941 are hereby es- tablished and shall continue in full force and effect unless otherwise revised by Board order: Section 21 (d) 1 Delete first paragraph and substitute the f ollowing: (d) Turn Off Char es: After a meter has been turned off for non-pa9tnen of a water bill, a charge of $2.00 dvill be made for such turn-off. If the meter has been removed for non-payment of a water bi 11, a charge of $5.00 will be made for removal of such meter. All such charges will be added to the current water bill and collected as such. Section 12 (b) Delete the following: "Domestic Meter - $3.00 _Irrigation Meter - An amount equal to an estimated trvo months water consurlption". Substitute the following: Domestic Meter - $6.00 Irrigation Meter $15.00 per ac.re .z -73-
