1953-02-09 MINUTES OF THE REGULAR MEETING C➢F THE BOARD OF DIRECTO.RS OF SAN DIEGUITO I-RRIGATION DISTRICT HELD IN THE OFFICE OF THE DISTRrCT IN ENCINITAS, ' CALIF'fyRNIA, ON MfANDAY, FEBRUARY 9, 1953 AT 3:30 o'clock, P. M. President Baird presided as Chairman. Frank S. Jacobson served as Secretary. Directors answered to roll-call as follows:- Present:- Directo rs Baird, McChesney, Barnes and Blecha Absent:- Director Staub Attorney John M. cranston was also present Upon a motion by Director Barnes, seconded by Director McChesney and unanimously carried, the reading of the minutes of the re- gular meeting held on J'anuary 9p 1953 Was dispensed with and said minutes were approved as transcribed and mailed to each Director. A letter dated February 8, 1953 from Mrs. Lane Gould requesting a Surplus Water Contract and requesting consideration of the Inclus.ion of certain property in the Ra.ncho TRequeza Subdivision, was read. After due consideration, a motion was made by Director Barnes, seconded by Director McChesney and unanimously carried, that a Surplus Water Con tract be granted to Mrs. Lane Gould and that the request for admission of land into the District be filed. A letter dated January 19, 1953 f'rom Robert J. McPherson, ' , Secretary of Seawater Conversion, Ltd., San Diego, requesting information from the District regarding water needs and suggest- ing a joint meeting of the above corporation with the District officers, was read. After due consideration, the Secretary ~ was instructed to receive and file the above letter and to ad- _ vise Mr. McPherson of the District's present water supply and requirements. The Secretary presented a memorandum from the Irrigation Dis- tricts Association of California regarding the spring Convention in Sacramento on March 17th to 20th, inclusive. After due con- sideration, a motion was made by Director McChesney, seconded by Director Barnes and unanimously carried, that the Manager, Assessor and Attorney be authorized to attend said convention. The Manager's report was presented and upon a motion by Di- rector McChesney, seconded by Director Barnes and unanimously carried, was ordered to be accepted and filed. The Secretary's and Treasurer's reports were presented and upon a motion by Director Barnes, seconded by Director McChesney and unanimously carried9 were ordered to be accepted an d f iled. The Manager called the Board's attention to a Statement of Policy issued by the Metropolitan Water District of Southern California on December 16, 19529 a copy of which is attached to these minutes. The Manager also gave a brief digest of the opinions expressed at a joint meeting of the representatives of the City of San Diego and of the Metropolitan Water District held at Laguna on December 12s 1952 co vering the water supply and water requirements in San Diego County and annexation • policies of the Metropolitan VVater District. The Manager briefly outlined to the Board the pipeline replace- ment projects requiring immediate attention for the coming year as illustrated by the wall-map showing the location of lateral line repairs during the last calendar year. First priority replacements were indicated on Andrews Street between Sheridan and Avocado, on Fulvia Street between Vulcan and Hymettus, on H ygeia Street between Fulvia and Hermes, on Hermes between Fulvia and Union, on Crest Drive between Santa Fe and Westview, on Glasgow between Birmingham and Liverpool and on Birmingham between Montgomery an d Cambridge. Several other hot spots on leaky lateral lines were also indicated. The Manager also presented an analysis of the District's tax payments to the Metropolitan Water District an d to the San Diego County Water Authority showing the current status of tax.payments by District property owners to these Agencies. Baird) President By:- (Frank S>Jacobson) Secretary A letter dated December 17s 1952 from the Vista Irrigation District regarding a proposed co-operative bacteriological laboratory located at Palomar College, was read. After due consideration, the above letter was ordered to be received and filed and the Secretary was instructed to acknowledge the re- ceipt of the letter and to further in vestigate the possibilities of such a plan. A letter dated December 19, 1952 from the San Dieguito Saddle Club requesting renewal oP the Lease of District property on: Windsor Drive used for riding gzo unds, was read. After due consideration, a motion was made by Director McChesney, secon ded by Director Barnes and unanimously carried, that a One (1) year's renewal of the I;ease to the San Dieguito Saddle Club for property in the NE4 of the SE4 of the NE4 of Section 22, Town- ship 13 South, Range 4 West9 be approved and the Manager was in- structed to determine the adequacy of P'ublic Liability Insurance carried by the Saddle Club. A letter dated December 11, 1952 from the County of San Diego advising the District that the majority of residents along Mont- gomery Street in Cardiff were attempting to have Montgomery Street oiled un der a co-operative arrangement with the County of San Diego and advising the District that its share of the cost of oiling, covering Six (6) 25-foot lots, namely Lots 25 to 30, in- clusive in Block 14 of Cardiff, would be $30.00, was read. After due consideration, a motion was made by Directo r Barnes, seconded by Director Blecha and unanimously carried, that a payment of $30.00 to the Civic Club of Cardiff-by-the-Sea, California, be authorized for this District's share of the road oiling of Montgomery Street in Cardiff. A letter dated January 30, 1953 from Arthur Allsopp requesting that the District dismiss its act3on to Quiet Title on'the North 1/2 of I;ot 12 in Block "E" of Encinitas Highlands and further re- questing that the District allow Mr. Allsopp to Quiet his Title to this property in order that he might pay up the delinquency, was read. After due consideration, a motion was made by Director Barnes, seconded by Director McChesney and unanimously carried, that the Secretary and Attorney be instructed to advise Mr.Allsopp that upon receipt of a Quit-Claim Deed for his present interest in the property, the'District will reimburse him for his accrued costs to date in this property. Consideration was next given to the need for replacement of obsolete trucks. After due consideration, a motion was made by Director Barnes, seconcl.ed by Director McChesney and unani- mously carried, that the Manage r be instructed to call for Bids to be opened at the next regular Board meeting f'or ono or two 1/2-Ton pick-up trucks on the basis of trading in one 1942 1/2-ton Chevrolet piek-up truck. The Man ager reported that additional data had been gathered on the proposed Booster Plant to serve Princehouse Acres. Action on the Manager's recommendation to employ engineering services for completion of the drawings an d supervision of construction for this,project was deferred until the next regular Board meeting. The question of the Assessore Collector-Treasurer's present established salary with relation to the division of work load between the Assessor's office duties and Property Manager and Assistant Office Manager's duties was next discussed. After due consideration, a motion was made by Director McChesney, se- conded by Directo r Barnes and unanimously carried that because of the increased work 1oad in the Tax Assessor's office, the Assessor-Treasuror- Collecto r's salary be established at $350.00 per month an d that the duties of the Assistant dffice Manager and Property Manager be compensated for at $100.00 per month.9 such duties to be performed by the Assessor- Treasurer- C ollector. Director Barnes called for reconsideration of the request by Dorothea Fox for an adjustment of her water bill for the months of -April and May of 1952m After considerable discussion, a motion was made by Director Barnes, seconded by Director Blecha and un- animously carried, that Miss Fox's water bill on Service No. C-2766-D fo r the months of Apri 1 and Ma.y, 1952 be ad jus ted as follows That a nominal charge at Domestic rates be made for the above two months' period for an average amount of water used for pomestic purposes through the meter based on previous consumption figures and that all romaining measured flow for the above two months be charged at Irrigation ratesm Upom a motion by Director Barnes, the meeting was unanimously adjourned.
