Vulcan Avenue Encinitas, CA 92024 (619) 633-2710 NOTICE OF DECISION DCD-94-025 April 25, 1994 This letter is to inform you that the Director of Community Development has approved your application for: 94-038 DR (Redsand, Inc.) - Administrative Design Review for the conversion of a manufacturing building to a retail store, requiring external changes subject to Design Review. Property is located at 687 First St. (APN 258-190-21). Project Description and Discussion: The applicant proposes to convert a light manufacturing building to a retail store and make a number of modifications to the building. The applicant produces clothing in their main manufacturing building on site, and intends to sell some merchandise in the proposed retail store. Exterior changes involve the improvement of an existing building which is in a condition of poor repair, with improvements to include repair of damage to and painting of the existing metal surface, and the addition of new windows, landscaping, and signs. This approval is based upon the following findings, pursuant to Chapter 23.08 (Design Review) of the City of Encinitas Municipal Code: Design Review: Municipal Code Sections 23.08.074, 076, 077 (site and building design and landscaping) are satisfied in that the proposed project will have no impact on surrounding views through the site in that no structural additions are proposed. Regarding project design and views to the site, the proposed improvements, consisting of new paint, landscaping and signage will constitute a material enhancement to the property and to the surroundings. The applicant proposes no other changes to the building or project site. The applicant proposes to paint the building a rust color, and to maintain the existing roof at its current tan/yellow color. Also proposed is the placement of several windows on the building, most prominently on the north elevation. These changes, with the proposed addition of landscaping, will significantly enhance the appearance of the project site. JK/94038DR.DEC (4-25-94) 1 The applicant proposes two signs, to be located on the west and north elevations. These signs, to have a black background with white lettering, will contrast well with the rust-colored building. The signs, at 20 sq. ft. each, will comply with the Municipal Code which would allow a maximum of 40 sq. ft. of signage on the building. The project is found to be exempt from Environmental Review, per CEQA Section 15061. This approval is subject to the following conditions: 1. This Design Review approval shall expire April 25, 1996, two years from the date of this approval, unless activity is initiated or building permits are obtained in reliance upon this approval. 2. Permits or findings of exemption shall be obtained from the State Coastal Commission and any other applicable Government agencies. 3. The approved project shall conform to the application and plans submitted to the City and dated received on March 29, 1994jand shall not be modified without prior city approval, and includes the associated sign and landscape plan. 4. The landscape materials, as noted on the approved landscape plan, shall be installed to the satisfaction of the Director of Community Development within 60 days of the date of this notice. In accordance with the provisions of the Municipal Code, this decision may be appealed to the City Council within fifteen (15) calendar days of the date of this determination. This notice constitutes a decision of the Community Development Department only. Additional permits, including Building Permits, may be required by the Building Department or other City Departments. It is the property owner's responsibility to obtain all necessary permits required for the type of project proposed.
