Vulcan Avenue Encinitas, CA 92024 (619) 633-2710 NOTICE OF DECISION DCD-94-022 April 15, 1994 This letter is to inform you that the Director of Community Development has approved your application for: 94-040 SIGN (John Howenstine - Town & Country Center) Sign Review for a revised sign program for the commercial center located at 479 Encinitas Blvd. (a.p.n. 2'.r9"0'fr2~-i-5-) . 2,58-~~z-4D Project Discussion: The applicant proposes a uniform sign program for the commercial center, consisting of individual interior illuminated can signs, individual pedestrian oriented hanging signs, and an (existing) monument sign. Proposed is a replacement of all existing wood wall signs with channel-letter signs, as detailed in the associated sign program. The applicant intends to change-over all wall signs upon approval of this application. Design Review - Signs 1. The project design assures that the size and shape of the sign is in scale with the building with which it is associated. Conclusion: The project site has one monument sign, being located along the Encinitas Blvd. street frontage. This sign is legal-non conforming (exceeding 8 ft.) and may remain so long as the sign is not modified. Changes of sign copy are permitted. The wall signs are proposed at a maximum ratio of 75% of the store frontage. These signs shall conform to Municipal Code standards, allowing wall signs at a ratio of 1 sq. ft. of signage for each linear ft. of store frontage, as conditioned in this document. 2. The building site provides for adequate space and locations on the building, in harmony with the architectural design, for the display of signs. JK/94040SIG.DEC (4-15-94) 1 Conclusion: The project site has one monument sign, being located along the Encinitas Blvd. street frontage. This sign is legal-non conforming (exceeding 8 ft.) and may remain so long as the sign is not modified. The wall signs would be located on the fascia portion of the building and would be in scale with the building and the lease spaces. Adequate and appropriate space is also provided for the pedestrian oriented hanging signs, to be located under the canopy which fronts the stores. 3. The project sign relates well to the building on the project site and to the neighborhood in general in terms of size, shape, color, texture, materials and lighting intensity, creating a visually compatible appearance. Conclusion: The proposed wall signs, channel letters with white faces and alabaster returns, will present a visually pleasing and uniform message. 4. The project signing shows subtlety, is unobtrusive and conveys the message legibly and clearly. Conclusion: The proposed signs will have colors and copy which present a clear message. 5. The proposed signing is weather resistant and durable. Conclusion: The signs will be of durable construction, being of acrylic and metal construction. This approval is subject to the following conditions: 1. The approved signs shall conform to the plans sign program submitted to the City and dated received on April 13, 1994, and shall not be modified without prior City approval. 2. The wall signs are limited in size to a maximum ratio of one sq. ft. of signage per linear foot of lease space frontage. In accordance with the provisions of the Municipal Code, this decision may be appealed to the City Council within fifteen (15) calendar days of the date of this determination. This notice constitutes a decision of the Community Development Department only. Additional permits, including Building Permits, may be required by the Building Department or other City Departments. It is the property owner or applicant's responsibility to obtain all necessary permits required for the type of project proposed.
