Vulcan Ave Encinitas, CA 92024 (619) 633-2715 NOTICE OF DECISION DCD-97-45 June 11,1997 This letter is to inform you that the Director of Community Development has approved your application for: 97-090 SIGN/MOD (Villa Encinitas Plaza) - Sign Review to allow a modification to an existing sign program for the commercial center, for property located at 247-277 N. El Camino Real (APN 257-062- 22). The existing sign program was initially approved by the Community Development Department on October 28, 1993 (93-189MIN/SIGN), establishing a monument sign of 12 ft. in height and establishing a comprehensive sign program for the center. The applicant now proposes to amend the sign program to allow exposed neon wall signS. Preceding this determination of the Community Development Department, the Planning Commission reviewed the modification request conceptually at the hearing of April 11, 1997, at which time direction was given to staff that the proposed exposed neon signs are acceptable for the existing commercial center. The applicant submitted a formal modification request on May 5, 1997. The modification approved herein allows exposed neon wall signs, and must utilize regular 5" channel returns with clear faces, subject to the owner's and the Community Development Department's review authority. Wall signs may occupy up to 75% of a store front. No specific color limitations are imposed with the sign program, but colors as well as style are also subject to review by the owner and the Community Development Department. Maximum letter height for regular tenants is 18" and 30" for major tenants, as per the sign program. No modifications are proposed with the existing monument sign. This approval is subject to the following findings: Design Review - Signs 1. The project design assures that the size and shape of the sign is in scale with the building with which it is associated. jk/f/97090SIG.DEC (6-11-97) Conclusion: The wall signs are proposed at a maximum letter height of 18 in., and a ratio of 75% of the store frontage, as per the sign program. The project site has an existing monument sign located along the El Camino Real street frontage. No modifications are proposed for this sign. 2. The building site provides for adequate space and locations on the building, in harmony with the architectural design, for the display of signs. Conclusion: The wall signs would be located on the fascia portion of the building and will be in scale with the building and the lease spaces. The project sign relates well to the building on the project site and to the neighborhood in general in terms of size, shape, color, texture, materials and lighting intensity, creating a visually compatible appearance. Conclusion: Future wall signs as approved herein are permitted to utilize exposed neon elements within regular 5" channel returns with clear faces, as per the sign program. Sign design and color are subject to owner's and Community Development Department's review and approval. 4. The project signing shows subtlety, is unobtrusive and conveys the message legibly and clearly. Conclusion: Sign design and color are subject to owner's and Community Development Department's review and approval, with consideration to be given to the sign design standards. 5. The proposed signing is weather resistant and durable. Conclusion: The signs will be of durable construction, being of acrylic and metal construction. This approval is subject to the following conditions: 1. This approval will expire on June 11, 1999 at 5:00 p.m., two years from the date of approval, unless the conditions have been met or an extension has been approved by the Authorized Agency. 2. Project is conditionally approved as submitted as evidenced by the application dated received by the City of Encinitas on May 5, 1997, and revised sign program and sign plans, consisting of three sheets total, both dated received on June 11, 1997, and signed by a City Official as approved by the Community Development Department on June 11, 1997, and shall not be altered without Community Development Department review and approval. jk/f/97090SIG.DEC (6-11-97) 3. Nothing in this permit shall relieve the applicant from complying with the conditions and regulations generally imposed upon activities similar in nature to the activity authorized by this permit. 4. Approval of this request shall not waive compliance with any sections of the Zoning Code and all other applicable City Ordinances in effect at the time of Building Permit issuance unless specified herein. 5. The future wall signs are subject to building permit approval. The Community Development Department shall review and approve all future signs proposed for the center to verify compliance with the approved sign program. In accordance with the provisions of the Municipal Code, this decision may be appealed to the City Council within fifteen (15) calendar days of the date of this determination. This notice constitutes a decision of the Community Development Department only. Additional permits, including Building Permits, may be required by the Building Department or other City Departments. It is the property owner or applicant's responsibility to obtain all necessary permits required for the type of project proposed.
