2008-10-13CITY OF ENCINITAS TRAFFIC COMMISSION MINUTES Meeting Date: October 13,2008,5:30 p.m. 1. CALL TO ORDER/ROLL CALL (called to order 5:34 p.m.) Present: Chairperson Peter Kohl, Vice-Chairperson Hersey Mallory, Commissioners Craig Campion, Michael Cassidy, and Arnold Lewin. Absent: None. Also Present: Rob Blough, City Traffic Engineer Randy Webb, Traffic Sergeant, Encinitas Sheriff s Dept. Bob Scott, Encinitas Fire Marshal Trish Douglas, Traffic Engineering Program Assistant Joseph Walters, Traffic Intern 2. PLEDGE OF ALLEGIANCE Campion led the Pledge of Allegiance. 3. ANNOUNCEMENTS None. 4. ORAL COMMUNICATIONS A. Chair Kohl announced that the extended hours for the 20-minutes parking limit at the Encinitas visitors center that was recommended by the Traffic Commission received City Council approval on Wednesday, October 8, 2008. B. Mike Andreen thanked commission for their recommendation to the City Council to add additional parking restrictions to the parking spaces in front of the Encinitas Chamber of Commerce. 5. CLOSING AND ADOPTION OF CONSENT CALENDAR A. Approval of Minutes - August 25, 2008 Lewin moved to accept the minutes of 8-25-08. Mallory seconded. Approved: 5-0. 6. NEW BUSINESS A. Brown Act Review by City Attorney, Glenn Sabine 5A-1 Sabine presented the guidelines the commission must follow in order to keep within the laws spelled out by the Brown Act. Sabine indicated that he is available if additional questions come up and any of the commissioners would like to contact him. B. Traffic Commission Meeting Calendar for 2009 Blough presented the recommended calendar for 2009. Recommendation: It is recommended that the Traffic Commission approve the meeting schedule for the year 2009. Lewin moved to accept the 2009 Traffic Commission meeting schedule. Cassidy seconded. Approved: 5-0. 7. OLD BUSINESS A. Review of turning movements on Encinitas Blvd between El Camino Real and Beechtree Drive and consideration of possible turning restrictions, with an emphasis on minimizing access impacts to surrounding properties, pursuant to City Council direction Blough presented the staff report. Recommendation: It is recommended that the Traffic Commission review the report, receive public input, and direct staff to forward Alternative #1 to Council for consideration. Should Alternative #1 be unacceptable to the Traffic Commission, it is recommended that the Traffic Commission forward Alternative #6 to Council where staff would monitor the traffic patterns for a 1 year period after the Walgreens and associated street improvements are completed and return back with a follow up report and recommendations. Campion: suggested only left turn onto Encinitas Blvd. to be from McDonald's driveway. Speakers: Brad Bohrer; Robbie Hill; Ron Brockhoff, Dan Braun; Jeff Skiljan; Dennis Cook; Gary Tucker; Tony Bernardini; Mike Andreen. Speakers do not want a median on Encinitas Blvd. nor do they want any limited turning movements from Henry's. Most would like to support Alternative #6 which is a wait and see what happens after Walgreen's is built to determine its impact on the traffic on Encinitas Blvd. The traffic commissioners listened carefully to the speakers and the majority of commissioners leaned toward supporting alternative #6. Kohl moved to accept recommendation #6 from staff with the one change that we revisit this in 6 months after the Walgreen is opened instead of one year. Cassidy 5A-2 seconded. Approved: 4-1. Lewin voted against (he feels that Traffic Commission is charged with trying to keep citizens safe and that by leaving the current situation "as is" would not be in keeping with this goal). 8.
