MINUTES

1. CALL TO ORDER/ROLL CALL
The meeting was called to order at 5:04 PM.

6. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for the June 17, 2008 Meeting
COMMISSIONER GREENE MOTIONED AND COMMISSIONER SHAPIRO
SECONDED TO APPROVE THE MINUTES OF THE JUNE 17, 2008 REGULAR
MEETING. MOTION WAS APPROVED 6-0.
7. PRESENTATIONS
Presentation from Commissioner Svet on Recycled Water in City Parks
Commissioner Svet provided a PowerPoint presentation on recycled water use in
City parks. Several City parks and landscaped medians use recycled water.

Several other City parks and landscaped medians are scheduled to be converted
to recycled water.
8. OLD BUSINESS
A. Update on Status of Kaboom! Play City USA Initiative Application
Recreation Supervisor Thill announced that the City of Encinitas was selected to
be a KaBoom! Playful City. He discussed the benefits of this award, which
include marketing and grant opportunities. Signs will be posted in the City.
9. NEW BUSINESS
A. Discussion of Geocaching
This item was removed from the agenda.
10. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Staff to Provide Updates on Various City Projects
Superintendent Frenken announced that work is underway on two new trail
projects. Trail #38 will link Glen Park to Manchester Avenue and Trail #96 will link
Lone Jack Road to El Camino del Norte.
Large retaining boulders will be placed at Leucadia Oaks Park. The Beacon’s
Beach Access EIR will go before the Planning Commission for certification. A
date has not yet been set.
Superintendent Frenken explained that the Planning Commission had certified
the EIR for the Hall property community park development project but denied the
project. They recommended several modifications to the project for City Council
consideration. The Parks and Recreation Department may appeal the decision to
City Council. A date has not yet been set.
11. SUBCOMMITTEE REPORTS
A. Subcommittee Reports
Recreational Trails
(Commissioners Goad, Greene and Long)
Vice-Chair Goad reported on new County trails.
Encinitas Environment Day
(Commissioners Gjata, Shapiro and Svet)
Commissioner Gjata reported that the first meeting for Encinitas Environment
Day 2009 is scheduled for tomorrow. The subcommittee is looking for volunteers,
donations and ideas. Senior Analyst Stauffer clarified that members of the public
are welcome to participate in the subcommittee but that the subcommittee may

not be comprised of more than three Commissioners. More than three
Commissioners would be a violation of the Brown Act.
Beach Quality Enhancements
(Commissioners Shapiro, Lhota and Gjata)
Commissioner Shapiro explained that the subcommittee is waiting for further City
Council direction and would like the subcommittee to consider discussing park
enhancements as well.
Commercial Use of City Beaches
(Commissioner Long, Lhota and Shapiro)
Senior Analyst Stauffer reported that the recommendations will be going before
City Council in September/October.
Artificial Turf
(Commissioners Long, Gjata, and Lhota)
Chair Long commented on six turf failures at La Costa Canyon High School that
have been redone and also announced that the turf grant for Leo Mullen Sports
Park was not awarded to the City. The Metropolitan Water District has grant
funding available for synthetic turf. Projects must be completed within 90 days of
the grant award.
12. COMMISSIONER’S CORNER
A. Commissioners
Commissioner Shapiro commented on the upcoming discussions for revising the
City’s general plan and also reminded Commissioners of the City’s goal setting
workshops in December/January. The San Elijo Lagoon Conservancy’s Nature
Center will be opening in 2009. Work has commenced on the expansion of Quail
Botanical Gardens.
Commissioner Gjata commented on the Feeling Fit Festival and mentioned that
the Planning Commission will be holding an open house (information meeting) to
gather additional input from the community on planning issues.
Vice-Chair Goad commented on the Switchfoot event held in June and that he
thought the event went well. Senior Analyst Stauffer clarified that the
Commission will review all special events held at Moonlight Beach during the
summer months, in October. Residents will be notified and will have an
opportunity to provide their input. Vice-Chair Goad also commented that the San
Elijo Lagoon Nature Center has been proclaimed a Gold Level, Green Building
featuring a planted roof, on upcoming clean-up events in the area and that the
County of San Diego purchased land around the Ramona airport for
conservation.

Chair Long announced that a City council candidate forum would be held tonight
at Ada Harris Elementary School in Cardiff and that DEMA will be holding a
fashion show at the new Encinitas Library on Saturday, September 20, 2008.
B. Staff
Superintendent Frenken provided information on the following events taking
place in Encinitas over the weekend: Wavecrest Woodie meet at Moonlight
Beach, Roxy women’s world surfing championship at Cardiff State Beach,
Oktoberfest and the Feeling Fit Festival.
Management Analyst Rosado announced that she will be retiring from her job at
the City on October 9, 2008.
