RESOLUTION 2008-37
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS,
CALIFORNIA AUTHORIZING APPLICATION FOR ST ATE OF
CALIFORNIA'S HIGHWAY -RAILROAD CROSSING SAFETY ACCOUNT
PROGRAM FOR PEDESTRIAN GRADE SEPARATION AN RAIL
CROSSING SAFETY IMPROVEMENTS
WHEREAS, the Highway Safety, Traffic Reduction, Air Quality, and Port Security
Bond Act of2006 (Bond Act) was approved by the voters as Proposition IB on November 7,
2006; including $250 million for the Highway-Railroad Crossing Safety Account (HRCSA)
Program to assist in funding high-priority grade separation and rail crossing safety
improvements, and
WHEREAS, the Bond Act provides that the HRCSA funds be deposited in a Highway-
Railroad Crossing Safety Account administered by the Department of Transportation and
allocated by the California Transportation Commission (CTC); and
WHEREAS, the CTC established criteria, adopted guidelines and project nomination
process for the HRCSA program contained in CTC Resolution GS I B-G-0708-0 I, adopted at
their April 9, 2008 meeting; and
WHEREAS, the San Diego Northern Railway, a portion of the Los Angeles-San Diego
(LOSSAN) rail corridor, supports inter-city passenger rail, commuter rail and freight
movement and extends through portions of the City; and
WHEREAS, there are six vehicular-rail crossings in Encinitas along the LOSSAN rail
corridor, four at-grade rail crossings, and limited pedestrian and non-motorized vehicle
crossings opportunities along the 6.1 mile rail corridor that runs through the City; and
WHEREAS, the City of Encinitas and San Diego Association of Governments are
administering a joint work project consisting of the preliminary design, engineering and
environmental permitting for the development of four (4) grade-separated pedestrian rail
crossings in the City; and
WHEREAS, rail safety improvements are desirable at existing highway-rail at-grade
crossings throughout the City; and
NOW, THEREFORE, BE IT IS RESOLVED, that the City Council of the City
of Encinitas does authorize and support the submittal of nomination application projects for the
Highway-Railroad Crossing Safety Account Program within the City of Encinitas by the City,
the regional transportation planning agency, or in partnership with the regional or state
transportation agencies for highway-railroad and pedestrian grade separation and rail safety
improvements.

Encinitas on the 28th day of May, 2008, by the following vote, to wit:
