RESOLUTION OF THE BOARD OF DIRECTORS OF SAN DlEGUITO
WATER DISTRICT APPOINTING TERESA BARTH AS THE DISTRICT'S
REPRESENTATIVE ON THE BOARD OF DIRECTORS OF THE ASSOCIATION

OF CALIFORNIA WATER AGENCIES JOINT POWERS INSURANCE AUTHORITY
AND APPOINTING JACE SCHWARM AS ITS ALTERNATE REPRESENTATIVE
WHEREAS, pursuant to Resolution No. R79-5, San Dieguito Water District has
executed the JOINT POWERS AGREEMENT CREATING THE ASSOCIATION OF
CALIFORNIA WATER AGENCIES JOINT POwERS INSURANCE AUTHORITY attached to
said resolution; and
WHEREAS, Article 7 of said Joint Powers Agreement provides that said Authority shall
be governed by a board of directors which shall be composed of one representative from each
Member Water District, who shall be a Water District director selected by the governing board of
that Water District, and in addition each Watee District shall appoint at least one alternate who
shall be an officer or employee of said District; and
WHEREAS, San Dieguito Water District desires to make such appointments;
NOW THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND
ORDERED by the Board of Directors of San Dieguito Water District as follows:

1. That Teresa Barth, a member of the Board of Directors of San Dieguito Water
District, be and she is hereby appointed as the representative of San Dieguito Water District on
the Board of Directors of the Association of California Water Agencies Joint Powers Insurance
Authority.
2. That Jace Schwarm, an officer of San Dieguito Water District, be and she is
hereby appointed as the alternate representative of San Dieguito Water District on the Board of
Directors of the Association of California Water Agencies Joint Powers Insurance Authority.
3. That in accordance with said Joint Powers Agreement, said representatives are
appointed for a one-year term and each shall serve until a successor is appointed. Each
representative shall serve at the pleasure of the Board of Directors of San Dieguito Water
District.
PASSED AND ADOPTED at a regular meeting of the Board of Directors of Sao
Dieguito Water District held on the 24th day of Jaouary 2007, by the following vote:
A YES: Barth. Bond, Dalager, Houlihao, Stocks.
NOES: None.
ABSENT: None.
ABSTAIN: None.

Adoption of Resolution No. 2007-01, Appointing District Representative and
Alternate to Serve on the Board of Directors of the Association of California Water
Agencies Joint Powers Insurance Authority (ACW AlJPIA)
BACKGROUND: In accordance with Resolution No. R79-5, San Dieguito Water District
executed the Joint Powers Agreement creating the Association of California Water Agencies Joint
Powers Insurance Authority.

Article 7 of the Joint Powers Agreement provides that the Authority be governed by a Board of
Directors composed of one representative from each member agency who is a water district
~tor, selected by the Board, and one alternate who is a an officer or employee of the District.
The representatives are apJX>inted for a one-year tenn.
ANALYSIS: At a special meeting December 13, 2006, the San Dieguito Water District Board of
Directors appointed board member Teresa Barth as representative and lace Schwarm as alternate
representative to serve on the Board of Directors of ACW A/JPIA.
FISCAL AND STAFF IMPACTS: None.
RECOMMENDATION: Adopt Resolution No. 2007-01, appointing Teresa Barth as District
representative and Jace Schwarm as alternate to serve on the Board of Directors of ACW AlJPlA.
