2007-10-23 Sp. Mtg. MINUTES OF THE ENCINITAS CITY COUNCIL SPECIAL MEETING OCTOBER 23,2007, 12:30 PM, 505 SOUTH VULCAN AVENUE Meeting called by notice pursuant to G.C. Section 54956.5 CALL TO ORDER/ROLL CALL Mayor Bond called the meeting to order at 12:35 P.M. in open session in Poinsettia Conference Room serving as the City's Emergency Operation Center. Present: Mayor James Bond, Council Members Teresa Barth, Dan Dalager, Maggie Houlihan and Jerome Stocks. Absent: None There being a quorum present, the meeting was in order. AGENDA ITEM 1. Brief Council Members on status of fire suppression, evacuation efforts and shelter capabilities. City Manager Cotton reported that the City initiated the Emergency Operation Center (EOC) as a level I on Tuesday morning, however, it soon expanded to a level II and had operated as such for 24 hours. He explained that level I was fire personnel only and level II was public works and key personnel involved in tracking county-wide communications and information dissemination. Fire Chief Muir reviewed the five active fires in the County and stated there were eleven fires state-wide. He reported that the Witch Fire in Rancho Santa Fe was the most threat to Encinitas based on the possibility of winds driving the fire down the Escondido Creek bed and into the City. He stated that the Cedar fire in 2003 required evacuation of 50,000 residents. The evacuations associated with the current fires totaled over 500,000. Disaster Preparedness Coordinator, Tom Gallup, reviewed the EOC's function and status reporting that press releases had been given and that a shelter had been formed at the City's Community/Senior Center without the aid of the Red Cross due to lack of resources for this large of an event. Council members thanked all who had worked behind the scenes and provided support for this emergency.
