MINUTES
REGULAR MEETING DATE: June 15, 2004

1. CALL TO ORDER/ROLL CALL
The Meeting was called to order at 5:00PM

Consensus was reached to review the Earth Day 2005 subcommittee report under 9A.
5. CLOSING AND ADOPTION OF THE CONSENT CALENDAR
A. Approval of Minutes for April 20, 2004
COMMISSIONER ALLYN MOTIONED AND COMMISSIONER LONG SECONDED TO
APPROVE THE MINUTES FOR THE MEETING OF APRIL 20, 2004. MOTION WAS
APPROVED 7-0.

8. NEW BUSINESS
A. Review May Park Tour
Commissioners agreed that touring the City’s park facilities is beneficial and would like
to tour undeveloped sites, including Indian Head Canyon during November.
B. Discuss Summer Schedule
COMMISSIONER GOAD MOTIONED
Commissioners discussed going dark in July.
AND COMMISSIONER ALLYN SECONDED FOR THE COMMISSION TO GO DARK
IN JULY. MOTION WAS APPROVED 7-0.
9. GENERAL INFORMATION/STAFF STATUS REPORTS
A. Sub-Committee Reports (Recreation Trails, Moonlight Beach Master
Plan/Cottonwood Creek Park, Hall Property Community Park, Turf, and 4-H Site)
Recreational Trails-Commissioner DeGhionno reported on trail work in Elfin Forest by
the Olivenhain Municipal Water District and Eagle Scouts. Commissioner Goad
reported on the County Trails Master Plan.
Moonlight Beach Master Plan/Cottonwood Creek Park-Cottonwood Creek Park has
been completed. Chair Nanninga would like to address other issues related to the park,
specifically the undevelopable northeast portion.
Hall Property Community Park-A comprehensive Environmental Impact Report is being
conducted. Commissioner DeGhionno reported that Council will be discussing a pool
as part of the project.
Turf-No report.
Encinitas Earth Day Celebration 2005-Commissioners reviewed the draft memo. It was
clarified that a majority of booths will be in the parking lot and that there will be no on-
site parking. Commissioner DeGhionno expressed concern over the Commission being
responsible for the entire planning and implementation of the event. It was discussed
that the Commission will do the majority of the work with assistance from the City’s
Special Events Coordinator. Fiscal and Staff Impacts will need to be addressed in the
memo. The subcommittee will meet to revise the draft. Commissioner DeGhionno
removed herself from the subcommittee and will act as an alternate. Commissioner
Allyn was appointed to the subcommittee.
10. COMMISSIONER’S CORNER
A. Commission
Commissioner Goad commented on encroachments to the City’s Recreational Trails
Master Plan and that he attended an event at Los Penasquitos Canyon. A San Diego
naturalist program brochure was passed out. It was reported that the San Elijo Lagoon
Conservancy received a grant to remove Arundo. Commissioner Shapiro commented
on the need for a mural on the shopping center wall, adjacent to Cottonwood Creek
Park. Commissioner Goad also reported that the Trails Coalition is happy with the work
that Park Supervisor Smith has done. Chair Nanninga commented on trash at
Cottonwood Creek.
B. Staff
Staff commented on the success of Cottonwood Creek Park.
