for Encinitas ~

1. Increased public safety. As evidencec~ in Switzerland and
throughout Europe, PhatoRadar i elfectfve in reducinq accidents
throuyh more extensive enfarcement of traffic laws.
2. IncreasPC3 efficiency. Sherif±''s Deputies sssigned to traffic
enforcement using current hand-'~eld radar units issue an average
i of twenty tiakets ir~ an eiqht-hour shift. PhotoRadar is capable
! at making the ofY`icer as muah as 2400% more efficient.

PhotoRadar: Safety
- PhotaRadar, manufactursd by a lendinq European $3.sctronies
tirm, is currently in use in larty countries. The exgerienas has
uniformly shown a reduction in tratfic accidents and fat;alities.

reducing the number of accidents by 15% over a foti, year period
following the national introsluction ot PhotoRadar, even whil.e the
number of vehicle reqiatratiang incxgased by aver 20%. The
decrease in the numher ot injuries and tatalitiss was even more
dramatio, showinq that the severity at thc,se accidents aontinuing
to accv.r was declining.

municipaZities, Paradfse vallsy, arizona, and Pasadena,
Calitornia. Zn Paradise valley, where they have now had a syatem
: in use for over a yeax, the Accident rate has declined by almost
40$. (Please see the gaaph on paqe seven.)
Clearl.y PhotoRadar can have an impact on the accident rate
in Encinitas. While we cannot estimate what the impact would be
on a gi«n city's accidant rate, iic would ba safe to asswae that
PhotaRadar, with all the attendant publicity that we woulw help
you generate reqarding driving snfety measures in the City,
should have an impact an the accident rate. Annual surveys by
( the Califarnia Highway Patrol indicate that speeding is the
1 Primary Callision Factor, causing as many as 22.6% af all Eatal

How PhotoRadar Works
Tho PhctoRadar unit mounted in the vehicle, as indicatad in

camponent utilizes sstate of the art technnlogy. This unit ia
unYike traditional hand-held radar in two important sespects, ail
ot which increase its accuracy and anake it almost imposaibla tos
vialators tc dstect the keam before their violation has boen
registered. These ditferences are its low out~:ut, only two
milliwatts, and its Cross-the-Road beam, rathsr than the
tradxtional hand-held's Down-the-Road beam (see the qraphi,c an
page fifteen).
The accuracy dt the unit is yreatly enhanced by these two
~ d.Lfferences, the low output and the beam direction. The beam
~ pointsd down the road has qreat ditticulty in distingilishinq the
✓ violator from amang multiple vehfcles, lorcinq the ofticer to
frsqusnt]y make d:.fficult judqament calls. This problem is
reintorced by the 2-watt output of hand-held units, which Y,ave
~ been lrnown ta msas:zre vehicles as tar as a mi1e awny. The
Photol2adar unit beam cuts across the road, and can thus d.=,tect
the vehicie exceeding the set speed limit murh more accurately.
Furthermore, with an output of anly two milAiwatts, the iarthest
an object's velocity has been m$asured is 40 meters. These two
~ difterences also rssult in making the radar beam almoati
~ impossible for radar detectors to identity unti.l they haive

• After a car passes the beam emitted by the radar antenna,
~ the unit undergoes a self-test to verify its accU.racy. If, it •

the radar antenna makes a series ot measurements of the vshicle's

SUSJEC?: "For Sale" Vehicles Parking on E1 Camina Real and Garden
View Road

The City has xeceived several complaints from residents regarding
the par:ting of "for sale" vehicles on the east side of E1 Camino
Real nortti of Garden VieW Road ar.d along both sides of Garden View
Road east of E1 Camir.o Real. Recerat field observations .indicated
that vehicles at times are double parked during weekends creating
potential traffic safety conditions.
In response to similar concerns, the City fn February, 1989
instailed "No Stoppir-7 Any Time" signs along the east side of E1
J Camino Real sotath of Garden View Road. This action was taken using
as autharity County Traffic Resolution No. 1213, Item 317, dated
May 6, 1986 which established a"No 5tanding, No Parking" 2one vn
Tooth sides of E1 Camino Real from Manchester Avenue northerly ta
the Carlsbad Cfty Limits. Parking restrictions are in effect only
where signs are posted.
City Ordinance No. 86-21, Chapter 14.04, adopted by reference
Sectians 72.110 through 72.117 of the County Traffic Code relating
to Stopping, Standing and Parking. Section 72.115 provides that
when the City Manager nr his designee determinzs that it is
necessary to prohibit stoppir.g, standing ar parking on any street
in order to eliminate conditions that obstruct traffic flow and
create a traffic safety problem, the City Manager or his designee
shall appropriately sign or mark such streets and when so signed
or marked no person shall stop, stand nr park a vehicle in ar.y of
aaid streets, except tihat this section does not prohibit busses
from stopping to receive or discharge passengers at such streets
when apprapriately signed or marked as bus loading zones.

EZ Camino Rea1 north of Garden View Road is under the joint
jurisdiction of the County and City. On June 20, 1990 widening of
the east side nf E1 Camina Real was completed as in Exhibit 2. As

the City as an inrerim action until the City Resolution is adopted
by City Cauncil.

The Code Enfnrcement office of the Community DeS►Elcpment
Departmsnt has received several citizen camplair.ts on the
parking condit~~ns along the ea$t side of El Camino Real in
front and an the vicinity 4f the North Caast Health Center at
477 E1 Gamino Real.
The complaints received have bQen related to the numerous "i°ar
sale" vehicles parked alonq ths curb, particularly durinc~
~ wsekends. At times, potential customers have been observed
double-parked. Eoth Code Enfarcement and the Sheriff's Station
have i.ndicated thatl: these conda.tions creata an obstruction t:o
traffic and restrict visibs].ity aic the two driveways of tY!.e
Heal.th Center.
DISCOSSION
An investiqaticn has been conducted on E1 Camino Real.
consisting of observinq the parking canditions both on a
typical weekday and weekend. These obsez-vations conFirm
reports from Code Enforcement and the Sheritf's Station that
tne parking conditions da create an obstruction to traffie.
We have also da.scussed the problem by telephone with Ms.
MiZdred C. Brsean of AmexiCara, Inc. who manages the Health
Center and a letter from her i.s attached.
In additian, we have observed that many "for sale" vehicles are
parked on city praperty lacated ;ust south of the Health
Center parking lat shnwn f.:► ExhibiL A. Sect9.on 21113 of the
CVC enables a lo--al agency to prohiba.t parking on public lands.
RECQMMERAATION
+ It 3.s recommended that a"Na Parking" zone be established along
E1 Caminv Real as shown in Exhibit B. In ad.dition, it is
. ~ reco:nmended thar_ parking also be prohxbited within the City
; property showr. j.n the exhibit and th.at appropriate signs be

AmeriCare Health & Retirement manages the three medical
ofrice buildings whicn comprise the Nurth Coast Hea:th
Center located at 477 E1 Camino Real in Encinitas.
We have received a number of complaints from both.tenants
and patients rEgarding the haza~dous conditions anyone
leaving the Farking area encaunters when trying to return
to E1 Camino Real. The si`cuation has grown increasinely
worse as the number of cars parked on the east side af E1
Camino Real has increased thus obscurino tne view of people
Zeaving tlie paxking area. '
There was a serious accident approximately eight manths ago,
and we £eel more accidents are inevitable if people continue
to park along the street. Therefore, we would like to take
the necessary action to have the curb painted red to xestrict
tne parking in this area. .
