RESOLUTION NO. 92-05
RESOLUTION OF THE BOARD OF DIRECTORS OF
SAN DIEGUITO WATER DISTRICT OPPOSING PROPOSED
TRANSFER OF PROPERTY TAX REVENUES FROM
"ENTERPRISE" SPECIAL DISTRICTS TO SCHOOLS
WHEREAS, Governor Wilson has proposed shifting $347 million in
property tax revenues from "enterprise" special districts to
schools as part of his 1992-93 budget plan for California; and
WHEREAS, the revenue transfer would pass on to many consumers
substantial rate hikes for water and other services; and
WHEREAS, the proposal would result in the loss of $225,000 in
property tax revenue and requires rate increases of 3.9% for
customers of the San Dieguito Water District; and
WHEREAS, the governor's proposal could affect bond ratings for
water districts and cost millions in additional interest costs at
a time when many already are facing financial challenges due to the
drought and California's economic downturn; and
WHEREAS, by singling out "enterprise" special districts, the
proposal creates inequities in that citizens receiving services
from such local or regional districts would be assessed unequally
as compared to those receiving similar services from a city,
privately owned public utility, mutually owned corporation, or a
joint powers authority; and
WHEREAS, the property tax shift would in effect charge many
consumers twice for the same essential services; and
WHEREAS, many Californians already face water rate increases
in the wake of the ongoing drought, water quality regulatory
requirements and other factors; and
NOW, THEREFORE, BE IT RESOLVED, that the San Dieguito Water
District opposes Governor Wilson's proposed transfer of property
tax revenues from "enterprise" special district to schools; and,
BE IT FURTHER RESOLVED, that the San Dieguito Water District
supports efforts to find more equitable, alternative means of
funding schools as prescribed by Proposition 98.
PASSED AND ADOPTED at a regular meeting of the Board of
Directors of San Dieguito Water District held on the 24th day of
March, 1992, by the following vote, to wit:
