ORDINANCE 2005-02
AN ORDINANCE OF THE CITY OF ENCINIT AS, CALIFORNIA,
AMENDING CHAPTER 2.48 ELIMINATING THE CATEGORY OF
SIXTH GRADERS FROM THE YOUTH COMMISSION STRUCTURE.
SECTION ONE:
That Section 2.48 of the Encinitas Municipal code is amended to read as follows:

CHAPTER 2.48
YOUTH COMMISSION
Youth Commission established. The Youth Commission of the City of Encinitas
is hereby established under the provisions of Ordinance 2000-16.
Membership.
A.
B.
The Youth Commission shall consist of eleven (11) thirteeR (13) voting
members, all residents of the City of Encinitas, and be comprised as
follows:
1.
Three (3) representatives from middle school grades 7th and
8th.
2.
Three (3) representatives from high school grades 9th and 10th.
3.
Four (4) representatives from high school grades 11th and 12th.
4.
Two (2) sixth gFade FelueseRtatives.
4. ~. One (1) at large representative fourteen (14) to nineteen (19)
years of age.
Term of Service:
1.
Voting members shall be appointed by City Council and serve
one (1) year terms for not more than four (4) consecutive years.
Project Advisors.
A.
A.
The Commission may appoint Project Advisors to assist in the
research, planning, development and presentation of specific projects
as may be defined in a City Council approved work plan.
Public Meetin!!s.
Six (6) SeveR (7) voting members of the Youth Commission shall
constitute a quorum for the purpose of conducting business.

Meetings shall be held at least once each month and at a time and
place as designated by the Commission and pursuant to the Ralph M.
Brown Act.

c.
The Youth Commission shall elect a Chairperson and Vice
Chairperson from among its voting members for one year terms.
Duties of Commission.
A.
Duties include:
1.
Development of Annual Work Plan and presentation to City
Council.
2.
Review and update from time to time, as necessary, the
Youth/Teen Master Plan.
3.
Advise City Council on matters regarding youth and teen
services, programs, and cooperation with other public and
private agencies.
4.
As necessary, appointment of an Ad Hoc Sub-Committee
among its members to help achieve elements of their approved
work plan.
5.
Appointment of an elementary school age Sub-Committee to
help address issues and programs for elementary age youth, as
may be related to the Commission's approved Work Plan.
6.
Implementation of City Council directives.
