1999-08 Adopt Recycle Water Rates .-, . . . 4 RESOLUTION NO. 99-08 " RESOLUTION OF THE BOARD OF DIRECTORS OF SAN DIEGUITO WATER DISTRICT ADOPTING RECYCLE WATER RATES AND VARIOUS FEES ASSOCIATED WITH RECYCLED WATER SERVICE WHEREAS, notice had been given that a public hearing would be held on May 26, 1999 on the necessity to adopt recycled water rates and various fees and deposits associated with recycled water service; and WHEREAS, said public hearing was continued until June 23, 1999; and WHEREAS, such hearing was duly and regularly convened at the council chambers of the City of Encinitas and at said hearing all interested persons were given an opportunity to be heard; and WHEREAS, the Board of Directors of authority finds that it is in the interests of the District to adopt recycled water rates and various fees and deposits for recycled water service; NOW THEREFORE, IT IS HEREBY RESOLVED, DETERMINED AND ORDERED by the Board of Directors of San Dieguito Water District as follows: 1. That recycled water rates and various fees and deposits associated with recycled water service are fixed, effective upon adoption of this resolution, as set forth in Exhibit "A" which is attached hereto. 2. That the charges established by this resolution do not exceed the estimated amounts required to provide the services for which the charges are levied. 3. That the recycled water rates, meter setting fees, the hydraulic analysis deposit, the plan check deposit, the inspection deposit and the security deposit are set for the purpose of meeting District and San Elijo Joint Powers Authority expenses related to the delivery of recycled water. Acker, Secretary - 3 - <', . . . . þ A TT ACHMENT "A" RECYCLED WATER RATES The rate charged for recycled water shall be eighty-five percent (85%) of the customer's current potable rate. Presently, the rates for 100 cubic feet of water (one unit) are as follows: Agriculture CommerciallPublic Landscape Potable Rate $1.47 $1.49 $1.94 Recycled Rate $1.25 $1.27 $1.65 METER SETTING FEE The fee charged by the District to install a recycled water meter shall be equal to the fee required to set a potable water meter. Presently, the fee is as follows: Meter Size 3/4" I" Meter Setting Fee $160 $210 $390 $520 1 1/2" 2" HYDRAULIC ANALYSIS DEPOSIT A deposit shall be collected equal to the engineer's estimate of cost. The cost of the hydraulic analysis shall be the total charges from the consultant performing the analysis plus a 15% overhead charge for District expenses. PLAN CHECK DEPOSIT A deposit shall be collected equal to the engineer's estimate of cost. The cost of the plan check shall be the total charges from the consultant performing the plan check plus a 15% overhead charge for District expenses. INSPECTION DEPOSIT A deposit shall be collected in the amount of $500 for projects constructing 300 feet or less of new pipe. A deposit of $1.75 per foot of piped will be collected for the construction of more than 300 feet of pipe. An additional deposit of $500 for each connection into the existing system will be required. The cost of the inspection shall be the total charges for District labor plus a 25% overhead charge. SECURITY DEPOSIT Security in the form of a cash deposit, letter of credit, or other form as approved by the District in the amount of 100% of the approved engineer's cost estimate shall be required. After the work is complete and accepted by the San Elijo Joint Powers Authority, the security amount may be reduced to 25% of the engineer's estimate to be used as warranty of recycled water improvements for a period of one year.
