This intersection is located in the New Encinitas area. Exhibit 1 shows the photographs taken at this intersection. In accordance with Resolution TC 94-04, staffhas conducted a preliminary investigation of this intersèction and the results are presented on the attached form. RECOMMENDATION: It is recommended that the Traffic Commission not add this intersection to the All-way Stop Priority List. --'" AR491S ~A:-/ ------ PRELIMINARY INVESTIGATION FORM -_.- TO: Traffic Commission DATE: March 11, 1996 A request for an All-Way stop at the intersection of Trailview Road and Mountain Vista Drive was received on IanuaIy 4. 1996 from Greg Kaiser of2134 Mountain Vista Drive. In accordance with Resolution TC 94-04 on "Guidelines for Consideration of Stop Sign Control", staff has completed a preliminary investigation which showed the following findings: . 1. No. of Accidents Correctable by an All-Way Stop, last three years: None 2. Estimated Traffic Volumes: The traffic volumes at this intersection were approximated from counts taken in FebruaIy. 1992. There are ap,proximately 300 vehicles per day (VPD) approaching this intersection eastbound on Mountain Vista Drive. 150 VPD approacþing westbound on Mountain Vista Drive. and 150 VPD approaching northbound on Trailview Road. During the peak four hour period there are 100 VPD approaching this intersection eastbound on Mountain Vista Drive. 50 VPD approaching westbound on Mountain Vista Drive. and 50 approaching northbound on Trailview Road. 3. Results of Field Jnvestigation: Presently there is a stop sign on Trailview Road at this intersection. Sidewalks exist on all streets as do other roadway improvements. No sight distance obstructions were present. Mountain Vista Drive terminates to the east of this intersection and tperefore almost all traffic though this intersection should be from local -...-- residents. Based on the traffic counts and field observations. there is relatively very little ttltñc traveling through this intersection. 4. Staff Comments: Based on the relatively low traffic volumes and no accident history. this intersection should not be added to the Stop Sign Investigation List. The Commission may take one of two actions: 1) Add the intersection to the List and instruct staff to conduct full investigation to determine whether it satisfies the Standards adopted by City Council. Vulcan Ave. Encinitas, CA 92024-3633 January 3, 1996 Good Afternoon Rob: I was glad to get a call back last week regarding the Avenida La Posta gate issue as well as the Mountain Vista extension to 11 th street in Olivenhain. The board ofRec Club II in Village Park is very happy to hear that the city does not see any merit in pursuing an environmental impact study of the extension of Mountain Vista. We believe that saving the money for something better is a great idea. As you know, I live on Mountain Vista Drive. Since I moved here in 1988, this street has been fairly quiet and safe. I appreciate you responding to my and the boards concerns regarding speeding down Mountain Vista and the installation of stop signs at Glen Arbor and Willowspring. '- Unfortunately, these stop signs has not reduced the amount of speeding that occurs when drivers are going to and trom Ranchview Estates at the bottom of Mountain Vista Dr. There have been several instances of near misses with animals, children and adults as pèople going up and down the hill blatantly disregard the posted 25 MPH speed limit. While there are a few law abiding people who obey the limit, the vast majority do not. I would like to propose the city looking into installing another stop sign at the intersection of Mountain Vista and Trailview which would force the speeders to stop before continuing up or down this steep grade. I understand that one of the reasons that Mountain Vista was not extended was that the street is very steep and would require re-grading. This steepness leads to excessive speeding and an unsafe situation. If the City would install stop signs or possibly speed bumps similar to those in Pacific Beach, this unsafe situation would be rectified before there are any serious accidents or loss of life. Again, I appreciate your responsiveness to this and other concerns that I and the board have had with the city over the last couple of years. It is nice to know that people at City Hall are as concerned about the neighborhoods in our city as the residents that live there. I look forward to your response. - ~!I-e-. ~) Gre ser bA~ll
