. RESOLUTION NO. 2004-40
A RESOLUTION OF THE CITY OF ENCINITAS
ADJUSTING THE FISCAL YEAR 2003-04 ANNUAL APPROPRIATIONS LIMIT AND
ESTABLISHING THE FISCAL YEAR 2004-05 ANNUAL APPROPRIATIONS LIMIT
WHEREAS, each year the City of Encinitas City Council is required under Section 7910 of
Chapter 1205 of the California State Statutes of 1980 to establish an appropriations' limit by resolution;
and
WHEREAS, the City Council desires to make provision for a level of service commensurate
with the needs of the City; and
NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Encinitas does,
hereby, adopt the revised appropriations' limit for Fiscal Year 2003-04 at $64,622,002, as summarized
by the schedule attached hereto; and
BE IT FURTHER RESOLVED that the appropriations' limit for Fiscal Year 2004-05 be set at
. $68,031,890, as summarized by the schedule attached hereto.
PASSED AND ADOPTED at a meeting of the City Council on the 21st day of July 2004, by the
following vote, to wit:
AYES: Bond, Dalager, Guerin, Houlihan, Stocks.
NAYS: None.
ABSENT: None.

The Gann Limit is adjusted annually by multiplying the "Prior Year Gann Limit" (column I) by the "Percentage Change in
Population" (column 4) and then by the greater of the "Percentage Change in "Local Non-Residential New Construction" (column 5)
or "Percentage Change in Per Capita Income" (column 6). This annual Gann adjustment is then added to the Prior Year's limit
to obtain the "Current Year Gann Limit" (column 7).
The Fiscal Year 2003-04 limit was calculated using the State's Estimated Population (column 3) and the
"Percentage Change in Per Capita Income" (column 6). The "Percentage Change in Local Non-Residential New Construction"
(column 5) is issued in October and not available at time of adoption.

Fiscal Year 2003-04 Review of Calculation (recalculations utilizing actual population and new construction)
The State has now issued the ACTUAL population creating a change in the "Percentage Change Population" (column 4).
The County has issued the "Percentage Change in Local Non-Residential New Construction" (column 5).
The formula uses the greater of the "% Change in Non-Residential New Construction" (column 5) or the "% Change in Per Capita
Income" (column 6) multiplied by the "% Change in Population." The formula is recalculated using the actual population (columns 2 & 3)
and the "% Change in Per Capita Income" (column 6).
Fiscal Year 2003-04 Calculations (utilizing estimated population; new construction unavailable)
The Fiscal Year 2003-04 formula is based on the State's estimated population (column 3) and the "Percentage Change in
Per Capita Income" (column 6).
