RESOIlITION ORDERING A PORPOSITION PLACED ON THE BALLOT IN
NOVDlllER FOR THE SPECIAL DISTRICTS ELECTION TO ASCERTAIN
WI!I!.'TIiJ!iK OR NOT THIS DISTRICT \/ILL BIDIN TO PROVIIE SEWER
SERVICE.
WHEREAS, the Cardiff Chamber of Commerce has requested that the San
Dieguito Irrigation District consider providing sewage dispoal service in
substitution for the Cardiff Sanitary District; and
WHEREAS I :the Board of Directors of the San Dieguito Irrigation District
believes that it should exercise its discretion to call an election to determine
whether the San Dieguito Irrigation District shall provide such sewage disposal
services;
NOW, THEREFORE, BE IT RESOLVED, DETERMlNED AND ORDERED as follows:
1. That a proposal shall be placed on the ballot for the next
general district election to be held November 2, 1971, in sub-
stantially the following language:
"Shall the San Dieguito Irrigation District provide
for sewage disposal within that portion of its boundaires not
now provided with adequate sewage collection and disposal
works,'! to be followed by the words "Yes" and "No" on
separate lines with a small enclosed space for each of the
two words.
2. That the ballot shall also contain the following language:
"Shall the San Dieguito Irrigation District acquire the
sewage collection and disposal mains and sewage treatment
and disposal facilities of the Cardiff Sanitary Districtll
to be followed by the words "Yes" and "No. on separate
lines with a small enclosed space for each of the two words.
3. That notice of the election with respect to the foregoing proposals
shall be posted and published, that the baJ.lot shall be prepared, and
that the voting shall be done, all in accordance with the provisions
of Division II, Part 5, Chapter I, Article 6 of the California Water
Code.
4. That in the event that the electorate of the San Diego Irrigation
District elects to provide sewage disposal services in substitution
for the Cardiff Sanitary District, the San Dieguito Irrigation District
will provide such services on the condition that the Cardiff Sanitary
District transfer all of its facilities and other property, both real
and personal, to the San Dieguito Irrigation District and thereafter
be dissolved.

We feel that. this action will accomplish the following.
1. Place local control on the people who are now paying for the se f'acili tiea.
2. Place sewage reclamation under the centrol of an agency whose business is
