R70- 36 AUTHORIZING THE ANNExATION OF ADDITIONAL JOB DESCRIPTIONS TO THE DISTRICT'S PERsONNEL MANUAL. has previously adopted a Personnel Manual which incorporates conditions of WHEREAs, the Board of Directors of the San Dieguito Irrigation District employment by the San Dieguito Irrigation Districtj employment and job descriptions and other miscellaneous information relevant to has required additional job descriptions in order to complete the Manual; AND WHEREAs, the addition of the operation of the joint filtration plant ~ he hereby is, authorized to attach to the Personnel Manual the job descriptions NOW, THEREFORE, BE IT RESOLVED that the Secretary of the District be, and 1 hereof. attached hereto and marked Exhibit "D", and by this reference made a part Passed and adopted by the following roll call vote: Ayes: Directors Lawson, Dean, Noonan, Pearson and Cermak. Noes: None. Absent: None. DEFINITIONS OF LEVELS OF SUPERVISION UNDER IMMEDIATE SUPERVISION: given before completion. Employee is told by supervisor both what to do and ~ to do it. CLASS SPECIFICATION PLANT ELECTRICAL AND INSTRUMENTATION TECHNICIA/l DEFINITION: Under general supervision, to perform skilled repair and maintenance of water treatment plant power control, and read-out systems, and to perform related work. "TYPICAL TASKS: Checks, adjusts, and makes repairs to plant and pump station air, electronic, electrical and hydraulicly activated control systems, such as manual and automatic filter controls, automatic sludge removal systems, automatic chem~cal feed systems, metering systems for water and chemical solutions, electric power switchgear, laboratory apparatus and plant control panel instrumentation. Keeps equipment history records including scheduled functions of a proper preventative maintenance program; enforces safety programs; becomes familiar with standard operating procedures that employee can efficiently function as a shift operator in case of need, i.e., vacations, sickness. EMPLOYMENT STANDARDS: Education and experience equivalent to completion of high school and three years of experience in mechanical repair work requiring a high degree of precision. -TYPICAL TASKS are examples of duties performed by employees in this class. CLASS SPECIFICATION PLANT OPERATOR I DEFINITION: Under immediate supervision, on an assigned shift to operate mechanical equipment and to perform related work on a relief or training basis during first year of employment. 'TYPICAL TASKS: At the water treatment plant and pump station, operates mechanical equipment-including pumps, valves, flocculating, sludge removal, filters chemical feed, and control systems. Keeps logs of operations and makes report of malfunctions. Performs routine chemical tests on process water. Performs custodial duties in and around facilities, buildings and grounds. EMPLOYMENT STANDARDS: Education and experience equivalent to completion of high school (12th grade) and one year or more of experience in the operation, repair or maintenance of machinery or mechanical equipment. Must take an Operator in Training examination during first half year of employment. Obtain a Grade 4 Water Works Operators Certificate as awarded by the California Section A~dA in first year of employment. -Typical Tasks are examples of duties performed by personnel in this class. CLASS SPECIFICATION PLANT OPERATOR II DEFINITION: Under general supervision on an assigned shift, to operate the treatment process plant and pump station and to perform related work. 'TYPICAL TASKS: At the water treatment plant and pump station on an assigned shift, operates and checks the automatic operation of pumps and water treatment equipment, according to standard procedures. Regulates flows to obtain optimum u~ilization of pumping, treatment and storage facilities in meeting the finished water eemands of the districts. Performs chemical control tests and adjusts automatic chemical feeders and timers to keep treatment and sludge disposal functions at proper level. Maintains operating logs and make reports of malfunctions. Keeps plant clean and orderly. Makes minor repairs and adjustments to operating equipment. Does assigned skilled labor and clerical work incidental to plant operation. EMPLOy}~IT STANDA.~DS: Education and experience equivalent to completion of high school and one year of experience in the operation repair on preventative maintenance of mechanical equipment comparable to that found in a water treatment plant. Obtain a Grade 3 Water Works Operators Certificate as awarded by the California Section ArlWA in first year after becoming an Operator II. *Typical Tasks are examples of duties performed by personnel in this class. CLASS SPECIFICATION TREATMENT PLANT SUPERVISOR DEFINITION: Under direction, to be responsible for the operation, maintenance, repair, and technical control of water or waste water treatment facilities; and to perform related work. 'TYPICAL TASKS: Plans, directs, and supervises the operation and maintenance of treat- ment plants and their allied facilities; prepares preliminary budgets, reviews cost data and makes operations studies; inspects field construction and maintenance projects; analyzes and recommends operational procedures and equipmentj reviews test data with laboratory personnel to coordinate necessary chemical treatment; maintains training and safety programs; prepares reports on pla.~t operation and related activities; coordinates activities with other district departments, government agencies, utility companies, and private contractors; trains and rates the work performance of subordinates. EMPLOYHENT STMIDARDS: Education and experience equivalent to graduation from college and two years of supervisory experience in the operation and maintenance of water or waste water treatment plants. *TYPICAL TAKSS are examples of duties performed by employees in this cla~s. CLASS SPECIFICATION PLANT MAINTENANCE MECHANIC DEFINITION: Under general supervision, to perform skilled repair and maintenance of water treatment plant machinery and mechanical equipment; and to perform related work. 'TYPICAL TASKS: Dismantles, repairs, and overhauls pumps, valves, stationary engines, blowers, settling basin machinery, cross-collectors, air compressors, ventilation systems, Chlorinators, piping systems, hydraulic valves, belt conveyors, dust collector systems, water heaters, power shafting, cranes, hoists, and other plant equipment; moves heavy equipment by use of hoists, dollies, and rollers; lubricates plant machinery and equipment; performs gas and arc welding; cuts metal with torch; installs and aligns heavy motors and equipment; prepares periodic reports, logs, and cost sheets; enforces safety regulations; becomes familiar with standard operating procedures that employee can efficiently function as a shift operator in case of need, i.e., vacations, sickness.
