CALL TO ORDER/ROLL CALL President Omsted called the meeting to order at 5:57 p.m. The District Secretary called role. Attendance was as follows: DIRECTORS PRESENT: President Pamela C. Marjorie F. Anne Omsted, Vice-President Slater, Richard P. Shea, Gaines and Gail Hana. DIRECTORS ABSENT: None. OTHERS PRESENT: District Manager Warren H. Shafer, District Engineer Morton F. August, Operations Manager Joseph V. Palmer, Engineer & Planning Supervisor victor R. Graves, Jeff Moss utility Planner, Kathleen Pfendler District Secretary, guest, San Diego County Water Authority Water Resources Specialist, Bill Jacoby, representatives of local newspapers, and others. 2. CLOSING AND ADOPTION OF CONSENT CALENDAR President Omsted requested Item D. be deleted from the Consent Calendar. In order to satisfy legal requirements, this item will be scheduled as a public hearing in April. Upon motion by Director Shea, seconded by Vice-President Slater and unanimously carried, the San Dieguito Water District Board of Directors adopted the following amended consent calendar, Items A" B., C., E., F., G. and H. A. Approval of Minutes: 1990. A Regular Meeting, February 27, Entered in Book 31, Pages 121 through 131. B. Approval of February 1990 warrants list and revolving fund. February warrants 1183 through 1232, in the amount of $297,383.09. February revolving fund 11605 through 11857, in the amount of $23,648.22. C. Adoption of Resolution No. 90-11, amending Code Article 21, Billing Procedures, Deposits. and Section 21.11.1. Deposit for Administrative Section 21.1, Non-Pavment. In 1979, the San Dieguito Water District initiated the collection of deposits form all new customers and customers that have been turned off for non-payment. The necessity for the collection of deposits was to stop the loss of approximately $2,000 per year; plus postage, personnel time and materials used in the attempts to collect. with the adoption of the new rates in February, the current deposits will not cover a bi-monthly billing of 24 - 133 - hundred cubic feet of water. The raises requested are $10.00 per deposits for all domestic meters, and a $40.00 per agricultural and combination meters. Customers whose water service has been turned off for non-payment shall pay a deposit, in excess of the regular deposit, in the amount equal to the highest billing of the last year as described in said Resolution, entitled RESOLUTION OF THE BOARD OF DIRECTORS OF SAN DIEGUITO WATER DISTRICT AMENDING ADMINISTRATIVE CODE REGARDING DEPOSITS & DEPOSIT FOR NON-PAYMENT and entered in Book 12 of Resolutions, Page 19. E. Adoption of Resolution No. 90-12, finding the District to be excluded from the Gann Appropriations Limitation (Also known as Article XIII B. of the Constitution). In 1980-81, the Legislature adopted implementing guidance procedures to be followed in fixing and determining the Gann Limit. Many agencies were not aware of two exclusions provided in the Gann Limit. The District calculated in FY 1977-78 that its tax rate was 26 cents per $100 assessed valuation. This was in error as the amount collected included Debt Service, which is subject to exclusion as outlined in Article XIII B., Government Spending Limitation, Section 9., for the appropriations limit calculation. The exclusion language is reflected on Attachment "A" of said Resolution, entitled RESOLUTION OF BOARD OF DIRECTORS OF SAN DIEGUITO WATER DISTRICT FINDING THE DISTRICT TO BE EXCLUDED FROM THE GANN APPROPRIATIONS LIMITATION (Also know as Article XIII B. of the Constitution) - 134 - and entered in Book 12 of Resolutions, Page 20. F. Adoption of Resolution No. surplus funds with the San Aqencies Excess Fund. 90-13, authorizing depositing Diego County Treasurer's Local Government Code, section 53684, allows local agencies to deposit excess funds with the San Diego County Treasurer's Local Agencies Excess Fund for the purpose of investment by the County Treasurer. The benefits derived by participating agencies in the county pool is a higher interest rate, and the availability of funds within five days. The funds with the County are readily available for withdrawals without penalties, as interest is figured on an average daily balance of deposits as described in Investment statistics, Attachment "A", said Resolution, entitled RESOLUTION OF THE BOARD OF DIRECTORS OF SAN DIEGUITO WATER DISTRICT AUTHORIZING DEPOSITING SURPLUS FUNDS WITH THE SAN DIEGO COUNTY TREASURER'S LOCAL AGENCIES EXCESS FUND and entered in Book 12 of Resolutions, Page 21. G. Approval of Encroachment Permit across San Dieguito Water District pipeline easement to Mr. & Mrs. Harder, APN 266- 091-17. The San Dieguito Water District currently has a 25' easement for the District's 30" low pressure main. This water main begins at San Dieguito Reservoir in Rancho Santa Fe ending in the southern portion of Cardiff. Mr. & Mrs. Harder, owner1s of Parcel No. 266-091-17 in Rancho Santa Fe, requested that San Dieguito Water District allow them to cross the District's easement in order to install - 135 - a 411 sewer lateral. The Owner1s agreed to follow San Dieguito Water District's encroachment policy. The 4" sewer lateral is designed to cross in a manner that is acceptable to the District and meets the health department's criteria. H. Approval of "Agreement to Improve Development Water Facilities: to Daniel Sanders for Rossini Park Estates, TM 4559. On September 25, 1986, Rossini Park Estates received approval by the San Diego County Planning Environmental Review Board for a tentative subdivision map for 12 units, located between Warwick Avenue and Sheffield Avenue east of Rossini Drive, APN 260-281-01, 02, 11 & 12. In order to meet project requirements, new water mains are required to be relocated and upgraded to provide domestic and fire flow needs. The manpower and equipment necessary for these water improvements would create a hardship on normal operations and leave the District short-handed if an unexpected emergency occurred. For this reason, the District has requested the Owner/Developer, Daniel Sanders, to enter into an "Agreement with San Dieguito Water District to provide a properly licensed contractor to install the water improvements under District inspection. After completion of the facilities in accordance with the approved plans and specifications, the water pipelines will then be owned and operated by San Dieguito Water District. - 136 - The District has been provided with the required information for this subdivision. The Owner/Developer agrees to bear all costs for improvements and abide by District specifications, as described in Agreement No. A-0006. 6. UNFINISHED BUSINESS None. 7. NEW BUSINESS None. 8. ADMINISTRATIVE MATTERS A. Discussion Authority, Proqram. and Bill presentation by Jacoby, regarding San Diego County Water CWA's Water Conservation San Diego County Water Authority's Water Resource Specialist, Bill Jacoby, gave a presentation concerning CWA 1 s water conservation program and plans to implement a variety of water conservation measures over the next five years, targeting specific water consumer groups. Mr. Jacoby stated that the SDCWA is currently in the process of developing a Water Resources Plan. A portion of that plan addresses conservation measures to be considered for implementation by the Authority, its member agencies and the Metropolitan water District of Southern California. Mr. Jacoby informed the Board that the Bay/Delta Process also needs to be considered in the Authority's water conservation process. The work groups currently examining the - 137 - role of urban conservation in the Bay/Delta process have developed a list of Best Management Practices (BMP). It is anticipated that major urban water agencies, like the Authority, may agree to implement the list of BMP over a given period of time in exchange for a guarantee of a reliable supply of water exports from the Delta. Mr. Jacoby stated that the MWD approved a Conservation Credits Program using the following criteria in selecting conservation measures for consideration. L The costs must be comparable to costs of importing and delivering additional imported water to the end user. 2. The measures cannot rely on long-term daily habit changes by the domestic user to achieve savings. 3. The measures will incorporate statistically valid follow-up analyses to determine the long-term savings from each measure. Mr. Jacoby gave a slide presentation on plans for implementing conservation measures structured in two phases. 1. Local retail water users will be involved in limited scale implementation of five of the measures. It is anticipated that the results would be available for analysis as early as FY 1992. 2. Will include full-scale implementation of those measures that prove to warrant those resource commitments. - 138 - ~- Mr. Jacoby continued, stating the water authority's role in this plan is to serve as the lead local agency on conservation measures. Included in that lead role is the responsibility of assisting member agencies in planning conservation measures, securing funding for local measures through MWD's Conservation Credits Program, providing CWA funds along with managing implementation of some of the measures. The projected cost over a five year period will be approximately $10,700,000. Mr. Jacoby reported that the state of California requires every urban water supplier, providing water for municipal purposes to more than 3,000 customers or supplying more than 3,000 acre-feet of water annually, is required to update their 1985 Urban Water Management Plan annually. The due date is December 1991. Mr. Jacoby reviewed potential San Diego area water conservation measures by targeted type of water use for implementation over a five year period for Single and Multi- Family Residential, Commercial and Industrial consumers. 1. Plumbing Retrofit including retrofit with toilet flush reducing devices, water conserving shower heads, and landscape irrigation audits. 2. Single Family Surveys includes retrofit with toilet flush reducing devices and water conserving shower heads, and landscape irrigation audit. 2. Toilet Rebate to retail customers who purchase and installs ultra low flush toilets. - 139 - 4. Xeriscape Assistance includes landscape architects to give specific landscape design assistance to home owners for new landscape, or retrofit of existing landscape. 5. MUlti-Family, Commercial and Industrial turf audits includes water use audit of large turf areas providing specific irrigation assistance and direction. Board Member Slater left the meeting at 6:12 p.m. Mr. Jacoby stated that there is also a leak detection program that includes a sonic leak detection team to provide assistance to member agencies in locating mainline water leaks. Mr. Jacoby added that all the above program funding sources could include CWA, MWD, participating member agencies, and other local agencies. B. Status report on San Dieguito Water District's current water conservation activities. District Engineer August stated that the water conservation activities status report is for the Board's information. Director Omsted requested that the following items be added to the April agenda. 1. Staff compile a comprehensive list of water conservation measures to be considered for implementation by the District individually, and in conjunction with CWA. 2. Staff report on gray water. Director Omsted read a brief article in the April Sunset - 140 - Magazine on gray water. "Still considered a health hazard and outlawed by most health departments, the use of household gray water to maintain landscape plants is being looked at in a new light. Santa Barbara is the first county to legalize its use (with certain restrictions) outdoors." 3. Review San Dieguito Water District's Resolution No. 88-22, Water Conservation Program. The Director stated that she attended a CWA retreat in March. A report is in preparation and will be submitted to the Board next meeting. The topic of discussion was San Diego County 1 s drought status, the probability of initiating a minimum Stage I water alert and the possibly of proceeding to Stage III mandatory compliance. Director Gaines reported that she attended the Regional Water Quality Control meeting that was held in Encinitas, March 5, 1990. The Board voted not to implement the SWQCB 1 s proposal that bays and estuary and inland stream numbers be modified from the current suggested levels. C. San Oieqo County Water Authoritv meetinq report. President Omsted, district representative to the San Diego County Water Authority, submitted a report on the CWA board meeting of 03/08/90. D. Water Agency Reclamation Advisory Committee meeting report. President Omsted reported that the Water Reclamation - 141 - Advisory Committee did not meet in March. E. Completion of first annual Water Quality Report. (Information Only) In order to meet the Safe Dr'nk'ng Water Act ~ ~ , the California Legislature adopted the California Domestic Water Quality and Monitoring Regulations (Title 22). Beginning April 1, 1990, each water agency is required to provide information to their customers concerning the quality of their water. At the January 23, 1990 board meeting, the Board approved the San Dieguito Water District I s draft text Water Quality Report and authorized staff to proceed with its production and distribution. Printing of the reports have been completed and are scheduled to be mailed by the end of March. 9. ITEMS REMOVED FROM THE CONSENT CALENDAR 5.D. President Omsted reported that she attended the Presidents and Managers Council of Water utili ties breakfast along with District Manager Shafer. A representative from Metropolitan Water District discussed water quality improvement acts. More information will be available at a later date. - 142 - 11.
