A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF ENCINITAS
AMENDING RESOLUTION NO. 99-48
APPROVING THE FORMATION OF AN UNDERGROUND UTILITY DISTRICT
KNOWN AS
"UNDERGROUND UTILITY DISTRICT NO. 10"
VULCAN AVENUE, LEUCADIA BOULEVARD TO LA COSTA AVENUE
IN THE LEUCADIA AREA
WHEREAS, on August 18, 1999, the City Council of the City of Encinitas adopted
Resolution No. 99-48 establishing "Underground Utility District No. 10', Vulcan Avenue,
Leucadia Boulevard to La Costa Avenue;
WHEREAS, the California Public Utilities Commission has since changed its Rule 20A
regulations so as to allow 20A funds to apply to the cost of connecting residences and
commercial buildings to an Underground Utility District;
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of Encinitas,
California, as follows:
1. That the above recitations are true.
2. That Resolution No. 99-48 is herewith amended to include the following
paragraph:
That full reimbursement shall be deducted from 20A conversion funds and
utilized as service conversion to residences and businesses for furnishing all labor, materials,
equipment and incidentals to construct underground utility service trench to pdvate residences
and businesses within the project limits that are to remain intact. No expense shall be incurred
by the property owner unless an increase in panel size is requested. Reimbursable work shall
include trenching and installation of electric service conduit (size specified by S.D.G. & E) from
the private proper~y line to the original point of service on the building which will be converted to
accept underground service (100' maximum). Conduit and installation for Communications and

Cable Television to be provided at each individual utility's expense. The Municipality shall be
responsible for all necessary pull boxes and appudenance$ per each utility agency's
requirements and shall utilize a residential electric meter panel adapter or approved connection
at the existing point of connection. Service trench route to be determined by utility companies.
All overhead electric service meters within the conversion boundary will be converted utilizing a
competitive bid of at least three qualified participants. S.D.G. & E. will provide a list of each
panel conversion address that should receive a specific bid to modify the panel to accept
underground electrical service. S.D.G. & E. and the City of Encinitas shall have the right to
review each address' cost and delete any address from the total bid. All service panel
conversions will be completed at the expense of the City of Encinitas and reimbursed by S.D.G.
& E. with allocated 20A conversion funds. The maximum reimbursable cost per panel
conversion shall not exceed $3,000.
