RESOLUTION AUTHORIZING EXECUTION OF A JOINT POWERS AGREEMENT
ESTABLISHING THE SAN DIEGO AREA HOUSING & FINANCE AGENCY
TO OPERATE A "LEASE-PURCHASE"PROGRAM
WHEREAS, there is a continued need for affordable home ownership opportunities within the
City of Encinitas for qualified homebuyers; and
WHEREAS, there is a growing need to find alternative ways to develop programs that will
increase levels of home ownership; and
WHEREAS, the San Diego Area Housing and Finance Agency is a cooperative approach
among cities that will increase home ownership opportunities; and
WHEREAS, the City of Encinitas will further its goal of promoting home ownership within
the community through membership in the San Diego Area Housing & Finance Agency;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Encinitas as
follows:
1. That the City authorizes participation in the Lease-Purchase Program as a voting member of the
San Diego Area Housing & Finance Agency; and authorizes the City Manager, or designee, to attend
Agency meetings, and take any and all actions to coordinate the City's membership in the Agency.
2. That the City Manager is hereby authorized to execute the Joint Powers Agreement.
PASSED AND ADOPTED by the City Council of the City of Encinitas at a regular meeting
thereof, held on the 24th day of May, 2000, by the following vote, to wit:
AYES: Bond, Cameron, DuVivier, Guerin, Holz.
NOES: None.
ABSTAFN: None.
ABSENT: None.
